recommended the elimination of a provision which would have given Governor McCord sole authority to raise and lower the salaries of 26 top state officials Frank Hobbs legislative spokesman for the Governor said increases in many of the Items were for pay raises to state employes The Governor's plan for this project has not been announced to the legislators A possibility loomed that State Personnel Director Bain Stewart may be summoned before the committee to supply the number of State employes and other information on the subject Committee approval of the bill will be a prerequisite to Senate consideration and the measure may not mme up before Thursday and probably will not reach the llouse before the following week Also looming in the financial field is the heralded introduction of an administration bill authorizing the state to issue 21000000 in bonds which would have the effect of increasing the state debt from 76000000 to S9900000a The new bonds are proposed for state buildings: S6000000 for state colleges 600000 for the University of Tennessee 5000000 for State institutions and S3000000 for a new State Office Building in Nashville The sales tax act will provide an estimated Sl000000 per year for retirement of the bonds Firat Increase Since 1937 Increasing the state debt would be the first substantial move in that direction since adoption of the Browning Debt Retirement Plan in 1927 although 8000000 in new bonds were approved during Governor McCord's first term in office and S2000000 for tuberculosis hospitals already has been indorsed by the Legislature Approximately 4500000 of these bonds have not been issued Their issuance would jump the State debt that amount making a possible total of S103500000 The debt was approximately S132000000 when the retirement program went into effect July 1 1937 Two actions already have been taken which will weaken the retirement plan Freeing the toll bridges deprived the sinking fund of about 1000000 per year and approval of a gasoline tax refund according to State Highway Commissioner Phillips will reduce sinking fund revenues another l600000per year Other estimates on the latter action run much higher Five cents of the seven-cent gasoline tax is pledged to debt retirement with that amount which is not needed going for maintenance of the state highway system Increasing the costa of debt amortization automatically decreases the amount of funds available for highways Assembly Work Reviewed The Legislature completed action this week on four measures affecting the working man One banned cloned shop agreements another made unions responsible for strike damages and two others liberalized the state programs for compensation and unemployment compensation Amendments to the Judges' Retirement Act also were approved In addition the legislators voted to increase the salaries of all Tennessee judges effective in 1950 The five Tennessee Supreme Court justices will become the highest paid employes of the state The chief justice will be paid S12600 per year and the other four 12000 The salary is 8000 annually Department heads and constitutional officers now receive 6000 per year but they are expected to be increased before the Lerialsture adjourns The third proposal for "legalized closed shops' was defeated when the Senate tabled a measure to create a licensing board for real estate agents Previously defeated w-ere similar proposals for funeral directors and beauty shop operators Others are still pending including one for plumbers The administration's General Appropriations Bill is the final piece of major legislation but the legislative machinery is jammed with a multitude of iesa important proposals During the week both houses tabled a resolution which would have fixed final adjournment for March 7 and thus left the way open for a session which may run the full 75 days or until March 21 The state Constitution does not limit a legislative session to 75 days but it Whitten of 1702 Overton Park yesterday The young pianist through winning the contest will appear in concert with the Memphis Symphony Orchestra Sunday afternoon March 23 He won the contest with his excellent playing of the 1 first movement of Concerto in A Minor The youth is a senior at Tech High School where he is a member of the Key Club and recently was voted "most talented He is a student of
