Move for Reduction of World Armaments to Be Renewed CHICAGO Dec In the yellowing files of the Chicago Daily News of twenty-five years ago the Associated Press account of the first power flight of the Wright Brothers at Kitty Hawk was found Monday Under the caption "It Flies Against Winds" the story read: "NORFOLK Va Dec (A3) A successful trial of a flying machine was made yesterday near Kitty Hawk by Wilbur and Orville Wright of Dayton Ohio Flew Three Miles "The machine flew for three miles in the face of a wind blowing at the registered velocity of twenty-one miles an hour and then gracefully descended to earth at the spot selected by the man in the car as a suitable landing place The machine has no balloon attached but gets its force from propellers worked by a small engine "Preparatory to its flight the machine was placed on a small platform near Kitty Hawk This platform was built on a high sandhill and when all was in readiness the fastenings of the machine were released and it started down an incline The navigator Wilbur Wright then started a gasoline engine which Worked the propellers When the end of the incline was reached the machine gradually arose until it attained an altitude of sixty feet In the face of a strong wind blowing it maintained an even epeed of eight miles an hour "The idea of the box kite has been adhered to in the formation of the machine A huge framework of light timbers thirty-three feet wide five feet deep and five feet across the top forms the machine proper This is covered with a tough but light canvas In the center of the car and suspended just below the bottom plane is a small gasoline engine which furnishes the motive power for the propeller and elevating wheels Two Propellers "There are two six-blade propellers one arranged just below the frame so as to exert an upward force when in motion and the other extends horizontally to the rear from tile center of the car furnishing the forward impetus Protruding from the center claims against Paraguay and Argentina against the former because Paraguay is small: against the latter because the tempers are comparatively mild Her troops' system is to snoop into a disputed region and build a row of blockhouses By the time they are caught at it they generally are pretty well dug in The trick is easier than it may sound for that part of South America is almost uninhabited except by wild Indians who know nothing about frontiers Evidently however in the present instance a Paraguayan border patrol appeared on the scene of one of these Bolivian advance move ments inopportunely and a fight ensued The danger is not that Bolivia and Paraguay can wage much of a campaign They lack money let alone numbers The peril is if matters are allowed to drift that some of the bigger republics will be drawn in much as occurred in Europe in 1914 South America has the makings of a big about the meanest im-agnable situation for the United States a thousand timestoo large a mouthful Herbert Hoover provided the United States approves provisional plans which were formulated today The plans were formulated at a meeting between Dr Loudon minister of the Netherlands to France who is
