change in job status or position within the department must go through the commissioner first The chief should have consulted with Fischer before appointing juvenile officer Joe Girolamo a temporary sergeant Girolamo will work in place of Gillespie who is filling the assistant police chief position while Assistant Police Chief John Swindle is out of town in training next week In a separate matter Fischer called the police station during a manhunt Thursday night by Collinsville Police Illinois State Police the St Clair County sheriff's department and the Madison County sheriff's department to ask what was happening When the dispatcher Spike Bryant briefed the commissioner and told him he could get a full report later Fischer threatened to discipline Bryant and his two immediate supervisors Gillespie and Swindle If a complete report was not issued immediately Fischer also threatened to suspend Sgt Ed Delmore on Thursday night if he did not deliver Police Department stationery to home so be could write the memos to Niebur The stationery was delivered order to city Treasurer Sandra Kutrera was denied after she called Finance Commissioner Trucano for advice The treasurer's office is under Trucano "I told her the only way to stop paying someone was through a council decision not an individual Trucano said paying Police Chief David Niebur but the action was blocked by another commissioner Ginger Trucano Fischer the commissioner in charge of the Police Department and a long-time opponent of Niebur also told Niebur to work a later shift so Fischer can ask him questions at night when he gets home from work David Niebur Those and other actions taken by Fisher sparked Mayor Gene Brombolich to call a special City Council meeting Monday night to discuss authority over the
