outer-continental shelf revenue-sharing program Allain said the commission has that authority under present law He said Congress is considering some federal outer-continental shelf revenue-sharing programs But he said bills such as the vetoed measure are "premature and too vague for any useful purpose at this The governor in a series of written messages said he had signed several other bills state school for math and science students to be located at Mississippi University for Women in Columbus The veto message was released yesterday by the office Allain said the legislation passed in the closing days of the 1984 session apparently was intended to create a new school for high school students on the MUW campus But he said that was not clearly expressed in the body of the measure Under the bill he said the school would be governed by a 15-member board of trustees Some of the board members would be members or employees of the state College Board and others would be members or employees of the state Board of Education Allain said the state Constitution provides that the College Board has responsibility for institutions of higher education in Mississippi while the Board of Education is responsible for elementary and secondary education The proposed legislation he said creates a possible conflict between these constitutional sections Allain said the approach taken in the bill in creating a board of trustees continues the "practice of establishing free-standing boards not within the main organizational structure of The governor also announced he has vetoed three other three major universities citing a shortage of funds have asked a state College Board member to delay indefinitely his efforts to seek increases in their salaries Bryce Griffis of Starkville said Mississippi State University President James McComas University of Mississippi Chancellor Gerald Turner and University of Southern Mississippi President Aubrey Lucas had contacted him about thepay increase proposal "They asked me to wait since there is no new money" for the universities for the fiscal year beginning July 1 he said Griffis said his plan now was to ask foundations at eight public universities to consider supplementing salaries for the college presidents The university presidents said that "in good conscience they can't take pay raises when the faculty and staff get Griffis said They me not to do it" until new tax dollars can be obtained from the Legislature he said Legislators adjourned Thursday without approving a tax increase The public universities will operate next fiscal year with about the same money as this year although costs are rising 4-5 percent The shortage of funds will require the state College Board next week to increase tuition for the 55000 students
