Independent manufacturers, dealers and producers, who strenuous oppose the, that it is deception, and through mutual stock ownership sales never will result in restoring to the trade actual competition.

The attorney-general, in the government's answer to the proposal of the American Tobacco Company and subsidiary organizations of the combination, backed by the preferred stockholders and bondholders pF the corporation held to be in restraint of trade, already has indicated that the government will insist on a plant of reorganization that will result in effecting real competition. PROPOSES SAFEGUARD. Should the'plan decided on not actually accomplish "iis result, the government proposed to be safeguarded by having reserved to it the right to appeal to court for further relief at any timu within five years. After the statements of the government officials have been heard, the legal representatives of the American Tobacco Company and co-defendants will be given an opportunity to reply to the charges made by opponents of the dissolution plan that it is an insincere attempt to comply with the mandate of the Supreme Court without relinquishing actual control of the tobacco Industry in this country. Similar action was taken in depart- ment No. 2, where Ah Wah, arrested September 23, failed to answer when the case was called.
