I venture to make the statement that comparatively few Oaklanders realize that, in the city of New York, the great oentral" reserve city of banking, the entire financial district awaits with genuine' Interest and suspense, almost for the weekly announcement, from the New York Clearing- Bouse, of the clearings for each six days' business done by the New York banks, the loan balances, and cash reserves on hand. "That statement epitomizes the oll-lngs of the financial machine for one week, and the comparative gain or loss over the previous week or the same week of the- previous year, and bears a resultant influence upon business transactions and the money market In New Yprk and elsewhere. If the clearings Show a decided increase, and the cash reserves' are well above the 25 per cent legal requirement, the tone of the market, begins to show an improvement, and tm effect is bullish.

It tells of the volume of trade, of the credit that has changed hands. But It does not tell accurately, and it cannot today tell accurately, the total volume of business done in Oakland for one week, until there base come a greater awakening among our people to the- real meaning oT' the clearing house statement, and a sllll greater appreciation of that keystone virtue of civic righteousness which is summed ap" In the slogan," Patronise Home Industry," for In that cry lies the possibility of a weekly clearing house statement which will show such vastly increased percentage as will attract, in all the prominent money centers of the United States, interest and attention In Oakland, Its prosperity and development. CLEARINGS EXPLAINED. 'What are the clearings? Following the receipt and distribution 'of a morning's mall among the eight clearing house banks of Oakland, the clearings are made up and proven. The clearings consist of the checks on other Oakland banks received for deposit or cashed, by' each bank, the previous day, and the remittances from San Francisco and country corespondents, and' collections received by mail.

They are segregated by. banks, sealed In envelopes, with the total amount of checks enclosed related On the outside of the envelopes, and the clearing house clerks depart for the clearing house, where they assemble at a. m. Interesting; operation to observe, the clearings proved, and each clerk leaves with seven bundles of checks-drawn on his bank, and a statement showing a debit balance due his bank or the clearing house, as the case may be, representing the difference -between the total amount ef checks taken to the clearing house, and' the total received.

That, In effect, represents the volume of credits and money exchanged for one day' business In Oakland, and it does not accurately represent the total volume. Here are the reasons, the why and the wherefore. DISCREPANCY EXPLAINED. is still overshadowed, financially, by its neighbor across the bay.

San Francisco Is a reserve city for national banks, designated by the Secretary of the Treasury. Country banks and bankers on the Pacific coast nearly all keep accounts and substantial balances with San Francisco correspondents. They are entitled to clear a certain portion of such deposits as a part of their Own legal cash reserve. These San Francisco correspondents clear items, 1. checks, on certain points, free, and on they charge a small exchange free.

A bank In Redding might receive many checks on Oak land in a day or a week, but those checks are not sent directly to Oakland, to participate in the Oakland clearings, but are sent to the San Francisco correspondent of the Redding bank. They go to swell the forty-odd millions of weekly clearings of San Francisco, and, to carry the point out to Its logical conclusion, at the expense of the Oakland clearing house report. Let it be here said to the credit of the Oakland banks that theyhave been displaying, In recent years, an aggressive spirit in the soliciting of country accounts that has materially increased the balance of trade flowing through local financial channels. "The third and strongest Illustration of San Francisco's gain at Oakland's expense is in the amount of trading, purchasing and shopping transacted by Oakland firms, men and women, in San Francisco and paid for by checks on Oakland, banks. That is where the patronizing home-Industry spirit will help the Oakland bank clearings.
