Common Cause report Anti-clean air PACs donate $1.1 million to congressmen WASHINGTON (AP) Congressmen who will play a key role in deciding the fate of the Clean Air Act this year received $1.14 million from political action committees representing seven industries that are lobbying to weaken the law, Common Cause said Tuesday. In a report titled "Dirty Money Dirty Common Cause said contributions to 15 members of the Senate Environment Committee and 20 members of the House Health and Environment Subcommitte ranged from $185,239 to Sen. James Abdnor, to $250 to Rep. Toby Moffett, D-Conn.

Nearly half the contributions, Common Cause said, came from corporations that are in violation of emission limits set under the Clean Air Act. The seven industries included in the Common Cause survey are automobiles, chemicals, utilities, metals and mining, forest products, steel, and oil and gas. Common Cause said it picked those seven because they are large sources of air pollution and are expected to lobby heavily for changes in the Clean Air Act in this year's congressional review. Common Cause, a self-styled citizen's lobby, said the average PAC contribution to senators on the Environment Committee had risen 900 percent from 1976 to 1980. In the last campaign, each member received an average of $102,968.

"It is especially important that decisions about the quality of our nation's air be based on their merits not according to which interested group contributed the most money," said Common Cause President Fred Wer-theimer. The PAC listed as giving the mbst money was the National Automobile Dealers Association, which gave $113,500 to 25 committee members. The association was a key force in auto industry efforts to loosen emission standards during the 1977 Clean Air Act debate. Jack Neal, a spokesman for the association, said its contribution decisions were made on the basis of which "candidates demonstrate an interest and a concern for the automobile industry and its problems." The corporation that contributed the most was Dow Chemical which gave $30,800 to 16 committee members. Dow spokesman Richard Long said decisions on contributions were made not so much on environmental positions as a candidate's "support for the free enterprise system and a demonstrated record of fiscal responsibility." Michael Freeman, a spokesman for Abdnor, said the senator ends up leading many types of PAC lists because of the amount of money both sides raised in the contest with former Sen.

George McGovern. "Jim's feeling is that they are contributing because of past votes and not future promises," Freeman said. The House candidate who received the most money was listed as Rep. Cleve Benedict, who re-cieved $51,006. Benedict called it "a little tortuous" to allege that the various groups would try to influence votes on the Clean Air Act by contributing money to a candidate who, in his case, was not yet in Congress and who had no idea he would be picked to be on the House Environment Funeral Home, Farmer City, with visitation 4 to 9 p.m.

Delia Inman of DeWitt; Evelene Griff en of Shobo-nier; 13 grandchildren; five greatgrandchildren. One sister preceded him in death. Storm Mrs.

Robert (Marjorie S. Burton) Storm, 53, of Monticello died 6:15 a.m. Tuesday (May 19, 1981) in Chanute Air Base Hospital, Rantoul. Funeral services will be 1:30 p.m. Thursday in Christian Church, Monticello.

Visitation will be 7 to 9 p.m. Wednesday in Mackey Funeral Home, Monticello. Burial will be in Monticello Cemetery. Mrs. Storm was the daughter of Victor T.

and Mattie (Dalton) Burton. She was a member of the Christian Church, Monticello. She married Robert D. Storm in 1947. He died in 1974.

Surviving are her sons, Roger, Jeffrey and Victor, all of Monticello; mother of Deland; brothers, Robert Burton of Monticello; Herbert Burton of Brutus Burton of Champaign; sisters, Kathryn Wild-man of Bement; Wanda Burton of Heyworth. Effingham man dies at age 103 John K. Rosentreder, 103, of Effingham died Monday morning (May 18, 1981) in his home. Private funeral services will be 11 a.m. Thursday in Johnson Funeral Home, Effingham.

No visitation. Inurnment will be in Woodlawn Cemetery, Effingham. Mr. Rosentreder was born in Germany, son of Karl A. and Justina Rosentreder.

He was a retired shoe factory foreman. Surviving are.his daughters, Helen Sprenger of Barrington; Erna Rosentreder of Effingham; seven grandchildren; eight great-grandchildren. One son and two daughters preceded him in death. Babbs Scottie Leroy Babbs, 2, of Mat toon died 9 p.m. Monday (May in Carle Foundation Hospital, Urbana.

Funeral services will be 1:30 p.m. Friday in Schilling's Funeral Home, Mattoon, with visitation 6 to 9 p.m. Thursday. Burial will be in Dodge Grove Cemetery, Mattoon. Memorials: American Cancer Society.

Mr. Babbs was born in Altamont, son of William and Leone Babbs. He was a building service worker at Eastern Illinois University, a member of the Mattoon First Baptist Church, a World War II and Korean War veteran. He married Delores Bishop. Surviving are his wife; son, Doug of Mattoon; daughter, Mrs.

Debbie McCall of Eugene, stepsons, Spence of Springfield, Ore. Kerry of Mattoon; brothers, Vernon of Cen-tralia; Artie of Effingham; sister, Mrs. J.R. (Wanda) Saunders of Altamont; one grandchild; two step-grandchildren. One brother preceded him in death.

Bennett Harry G. Bennett, 83, of Villa Grove died 5 p.m. Monday (May 18, 1981) in Mercy Hospital, Urbana. Funeral services will be 2 p.m. Wednesday in Joines Funeral Home, Villa Grove, with visitation 1 to 2 p.m.

Burial will be in Villa Grove Cemetery. Mr. Bennett was born in St. Elmo, son of Joe and Adena Bennett. He was a member of the Villa Grove Veterans of Foreign Wars and a World War II veteran.

Surviving are his brother, Kenneth of Chicago; sisters, Nellie Myers of Chicago; Fleta Munch of Sullivan; Jeanne Kohn and Ina Legore, both of Nokomis, Fla. Carter Raymond 0. Carter, 71, of Clinton died 3 p.m. Monday (May 18, 1981) in John Warner Hospital, Clinton. Funeral services will be 1:30 p.m.

Elliott" LeRoy D. Elliott, 39, of Oblong died 10 p.m. Monday (May 18, 1981) from injuries suffered in an automobile accident near Eaton. Funeral services will be 11 a.m. Friday in Greenwell Funeral Home, Martinsville, with visitation after 4 p.m.

Thursday. Burial will be in Butternut Cemetery, Martinsville. Memorials: American Cancer Society. Mr. Elliott was born in Crawford County, son of Dean and Blanche (O'Dell) Elliott.

He was an employee of Nickor Drilling Co. and member of Robinson Moose Lodge and Robinson American Legion. Griffith Leslie E. Griffith, 61, of Hazel-crest, formerly of Xenia, died 1 p.m. Monday (May 18, 1981) in Ingalls Memorial Hospital, Harvey. Funeral services will be 1 p.m. Friday in Cardascio Funeral Hdme, Flora, with visitation 6 to 9 p.m.

Thursday. Burial will be in Powers Cemetery, Xenia, with military rites. Mr. Griffith was born in Xenia, son of Austin and Alta Mae Griffith. He was an employee of Interlake Co.

Harold E. JoAnn J. Magnuson) King, 50, of Malvern, formerly of Marshall, died 9:30 a.m. Tuesday (May 19, 1981) in her home. Funeral services will be 2 p.m.

Friday in Moore-Pearce Funeral Home, Marshall, with visitation after 6 p.m. Thursday. Burial will be in Marshall Cemetery. Mrs. King was born in Mason City, Iowa, daughter of Oscar and Co-renne Magnuson.

She married Dr. Harold E. King in 1952. He died in 1972. Surviving are her son, Troy at home; daughters, Mrs.

DeWayne (Linda) Sutton of Malvern, Karla at home; father of Moline; brother, Richard Magnuson of Casper, sister, Mrs. Gene (Betty) Mooney of Casper, four grandchildren. Reynolds John D. Reynolds, 74, of Clinton died 10:40 a.m. Tuesday (May 19, 1981) in Carle Foundation Hospital, Urbana.
