It is Inevitable that a certain amount of criticism should follow.

As one whose "sympathies are naturally with the unfortunate and outcast, my attention 1 was called to. the present situation by' one of the Inmates of the woman's ward. however, that this was a place where women themselves could- best investigate and bring relief, and knowing the readiness of, our public-spirited women to give themselves with unselfish- devotion to any worthy cause, I sought to Interest a few of our leading women In this appeal. An excellent committee Is now at work, and, I have no doubt, will soon have ready a painstaking report. But It is easier to arouse suspicion than to allay it, and while we are trying to set our own house in, order, our, neighbors through the dally press have not been slow In seizing upon every inquiry as hiding an ocaslon for censure, prejudicing our case and thus injuring the fair nam of our city.

Therefore as a loyal citizen of Oakland and in some small measure responsible for the present discussion, I felt It my duty to make which to raise it and therefore these phenominal reductions. 9 Look at Miss Sinclair, that, despite red tape, soma arrangement ought to be made with the county authorities to permit, the temporary use o'f -unused portions of the the following prices, consider the high standard of our merchandise, figure up county JaUt. I followed some of these through their quarters to their cells, and can only wish that every tax payer might do the same thing. Probably the best results possible are being obtained from an old building, utterly obsolete and inadequate, but It is not like 'the Oakland to permit these things to continue for another two years. That the place is kept measurably clean and sanitary -as It certainly is reflects great credit upon those responsible. PIS1WFECTXNT NEEDED.

Some have not liked the odor of disinfectants in the Jail. am wondering what the jail would be like without disinfectants- There Is not a tnaie prisoner, I suspect, who does not thank God for the' chaingang and a ooanee to get out into the sunshine, away from a place which must be a terror to them and their guards alike. I should like to ask this? Is there any Insuperable reason why the oounty, Jail, which has ample room and which has been built and paid for largely by the tax payers of this city, may not te temporarily used by the city and the at once abandoned? But It Is the women'a portion which is under fire Just now. Has anyo'ne a light to make criticisms, who is not prepared to help change the conditions of which he complains? Those who would sea. the women prisoners of 1 our city cared for In a more humane and Christian manner can themselves very largely effect the changes and bring about the reforjBs they demand.

It is a great satisfaction to know that the probation officers do their best to keep young prisoners and first offenders from the general ward. No place of confinement, however objectionable, could be so unwelcome to a prisoner retaining a spark of womanhood, as to live day and night In the same room with the unfortunate creatures who divide their time between the city jail and the street. If the "new timer" Is not dragged down to the level of the 'ord timery" it is only through God's mercy and a modern miracle. But into this place of moral abandonment the sympathetic women of our city may come as often as they will, and such visits would do much to change the moral1 and physical atmosphere. I.

saw no flowers there. Is there no Society of the King's Daughters, or Christian Endeavor, or what not, to see that are constantly supplied and placed where these sad eyes may look upon them. NEED OF CLOTHING. I found the need clothing, especially-night clothing, perhaps the greatest neeu of all. Is there not a society of women in this city or a company which may be formed for that purpose, which will rdo what such an organization does In the city of Chicago, namely, provide long, comfortable cotton-flannel gowns for every inmate of the "city Jail, both male and female, so that however unkempt may be the condition in which they arrive, after they have been stripped and bathed they may not be obliged to put oh the old, unspeakable clothing to sleep in.

After therefore spending such time as has been at my disposal for the best part ef a week In ascertaining the facts, I beg to submit the following, statement with such' suggestions as may seem within the province of a private citizen. NO WORS TODAY.

In the first place, the conditions which surround the prisoners in the city Jail under- the old elty hall are no worse today than they have been at any time within thelast quarter of a century, and In soma respects they are better. More than once I believe the grand Jury has called attention to the unfitness of these dungeon-like quarters for the habitation of humaft beings. Without seeking to attach blame for the years of delay in giving us a modern municipal building, the fact Is patent that the remedy Is not now far removed. Publio criticism centers in the women's department, and so to the women's department, with Captain Lynch as guide. I went, seeking facts and not sentiment. It has been said that the prison is cold. I found It on a chilly day as warm as any of our homes.

A large gas heater made the room perfectly dry, and the thermometer registered C9. It has been said that the women sleep upon the floor. I found eleven Inmates with fifteen bunks. If any sleep upon the floor therefore, it must be through preference, except as Captain Lynch pointed out, when the ward Is overcrowded, then extra beds are made upon the table and floor.
