Thurmonf May Write New Charter Thurmont Mayor Donald L. Lewis will offer a slate of civic improvements to his Board of Commissioners Monday, including a new town charter. His recommendations which also include an increase in salaries for town employes, are: New town ordinances and updating the present ones. Continuation of negotiations for transfer of Junior Chamber of Commerce community park land to the town. More action regarding hospitalization and retirement plan for municipal employes.

Additional areas for off street parking. A public hearing and adoption of comprehensive zoning ordinance (second draft) and a land use plan. Annexation of areas in corporate limits of town which can be served by gravity sewer. Appointment of an action committee to plan a community center. An addition to the present commissioners' meeting room for use by the Thurmont Police Department.

Repeal of -jthe inventory tax. Appointment of a committee to compile the history ol Thunnont. Concerning the town's electric utility, Lewis will propose: An increase in the present metering equipment at Moore Business Forms Co. due to overload, new primary wire to door transformers at that firm plus a service line to a new plant addition. He will urge that town com missioners have tree limbs cleared from utility lines, that street lighting be extended from Water St.

extended to Woodland that 12-inch adaptors be provided for the traffic signal ai Square Corner, that a groune base substation be erected in the vicinity of Apples Church Rd. The mayor will propose com plete installation of six-inch water mains on Meadow Lane; he will call for a water need study for the proposed consoli dated high school. Also under his water utilitj proposals, Lewis will urge con tinued installation of water meters, replacement of two inch water lines on Moser Rd to six inches, replacement two-inch water lines on Water extension to water line on Eyler Rd. Lewis will also propose re-i pairs be made at the sewage treatment plant as recommended in a 1900 plant study. He will call for updating of that report.

He will suggest that sewer lines be provided to town's truck maintenance shed and that provisions be made to dispose of excess water from the entrance of the treatment plant during heavy rainfall. Under storm water drainage, Mayor Lewis will call for engineering plans for immediate and future needs in the east end of town for housing developments. He will suggest that cprrec- ive drainage be provided in the Carroll St. extended area, that the present storm water system at Late's Alley be extended to West Main that corrective ditching be provided on all side streets and alleys. The mayor will bring the fol- owing street work suggestions to the attention of the board of commissioners: Grade and surface unfinished portion of Carroll St.

extended. Resurface Summit Ave. from E. Main, approximately 500 feet. Widen, relocate and surface Water St.

extended to Summitt Ave. Widen and surface Daoll Rd. from Rt. 77. Curb and gutter east side of Summitt Ave.

Patch and resurface all streets in need. Extend Orchard Dr. to Jones property. Curb and gutter new street, Leisner Dr. Curb and gutter from town office to corner of Water St.

Newspaper Enterprise Q--What can I do for the buzzing in my head which I have had continually for about 6 months? A--Everyone has head noises at times but as the arteries in our heads, especially those in the vicinity of the auditory nerve, become progressively less elastic and these noises become more bothersome. Some people learn to ignore them but others get tense. Unfortunately this makes them worse. Such persons are some times helped by taking tranquilizers for a short time. Such remediable causes include an allergy of some sort, wax pressing on the eardrum, obstruction of the eustachian tube and excessive use of tobacco, aspirn, quinine or streptomycin.

Q--My doctor says I have fibrositis in my arm. I also have uterine fibroids. One year ago I had a fibrous tumor removed from my breast. Is there any connection between these conditions? A--There is no connection. Fibrositis is a general term for rheumatic pains in the muscles or tendons rather than in the joint proper (which would be arthritis).

A fibroid is a benign tumor of the uterine muscle and fibrous connective Fibrous tumors or fibromasj may occur in the breast or various parts of the body. Although we don't know what causes them we know that they are not malignant. Q--My gall bladder series showed that I have a hypotonic bladder that is 3 times normal size. Will a diet help me or must I have an operation? A--A hypotonic bladder is one that does not empty itself after a fatty meal as it would normally be expected to do. The enlargement of your gall bladder, sometimes called hydrops of the gall bladder, may be due in part to this lack of expulsive force'or to an obstruction of the bladder's outlet by spasm, constriction or a stone.

Since no mention of a stone was made, I assume none was present. Most doctors advise against operation for a gall bladder that is merely hypotonic and distended. You should, however avoid fata and alcohol. You should not take opiates in any from because they cause gall bladder spasm. Your doctor can give you sedatives and antispasmodics that will relieve any symptoms you may have as a result of your sluggish gail bladder.

Trio Sentenced In French Court FORT DE FRANCE, Martinique (AP) Two Portuguese sailors and a Martinique youth have been sentenced by a French court for the fatal attack on American composer Marc Blitzstein.

They were convicted of assault and theft. Blitzstein, 58, was attacked in THE NEWS, Frederick, Maryland Ptfft I Friday, April 2, 19G5 a Fort de France slum Jan. 22, 1964. He was found dying on the sidewalk. About $400 apparently stolen from the composer was found in the sailors' cabin aboard a fishing vessel.

Annando Fernandes, 27, was sentenced to three years in prison, and Alfredi Rodriguez, 35, to 14 months. Both are from Madeira. The youth, 18, was not identified because of his age. Ha was given a suspended sentence of 14 months and put on tion for three years. The U.S.
