The Ondnnatl Post Friday March 27 1992 9 A 'V? ivvv'' 7 Gunfire victims were suspects in earlier case Suit to fight way council is elected By Sheron Moloney Port rtrtf ivportw A lawsuit challenging the way Cincinnati City Council Is elected Is expected to be filed In federal court In Cincinnati next week Sources say the suit has been in preparation for several months Lawyers for Civil Rights Under the Law prepared the suit for local black activists Brenda Wright spokeswoman for the lawyer committee declined to say what or when any legal action would be taken However sources said the suit probably would be filed Monday The lawsuit challenges the at-large system of electing city council The suit contends that minorities now do not have an equal opportunity to elect representatives of their community The suit asks that the city be divided Into districts so that representatives can be elected from individual districts Instead of from the city at large Proponents contend the system would provide more diverse representation by shrinking geographic responsibilities reducing campaign costs and making representatives accountable to specific neighborhoods The lawsuit is similar to one filed In US District Court In Cincinnati that successfully challenged how Hamilton County Municipal Court Judges are elected A judge ruled that at-large election of municipal Judges violated the Voting Rights Act and must be changed Specific changes have not been revealed By Georg Lecky Port tiff wcomr An Avondale man who waa killed and another who waa wounded In gunfire Thursday had been scheduled to appear in court today concerning a Decent her slaying Floyd Davis 23 was killed and Rodney Douglas 24 was wounded at 11:40 pm Thursday at a residence in the 3400 block of Jay Street Avondale A third person a Juvenile boy also was wounded Cincinnati police said Douglas Is In serious condition at University Hospital The condition of the juvenile Is not known Both Davis and Douglas were scheduled to appear in Hamilton County Common Pleas Court today on charges of Involuntary manslaughter In the Dec 27 shooting death of Carl Cordell 19 of Walnut Hills Cordell was shot to death during an argument In the 3400 block of Burnet Avenue Davis had claimed the shooting was self-defense police said The motive for the Cordell booting Is not clear police today A relative of Douglas said that the house on Jay Street also was the target of gunfire in November The relative said someone fired at Douglas last Saturday on a street In Avpndale The shots missed The relative had been living at the Jay Street address but moved out earlier this month "It got to the point I sleep at night I thought someone would come In the house and shoot at said the relative The relative said Douglas was struck In the chest back and leg Thursday The relative claimed to be tired of "people getting shot" for stupid reasons "Too many people have been killed and Innocent people have -been injured for nothing" the relative said The teen-ager who was shot was visiting at the time said the relative The teen was wounded in the leg the relative said Police today would not confirm the account of the shooting and they did not have a solid description of the gunman PATRICK REODYITit CMnmM Post Nice catch!
