Capt.

Vic Warzinski, Goodfellow public affairs officer, said the Air Training Command had recommended lifting the freeze on $5.2 million worth of construction. In January 1990, Secretary of Defense Dick Cheney placed a moratorium on all defense-related construction. The ban was lifted April 11, in conjunction with the April 12 report issued by Cheney to the Base Closure and Realignment Commission. However, the removal of the ban did not give the green light to all affected projects, Warzinski said. Instead, the Department Defense is requiring reappraisal of each item to ensure the projects the government's long-term plans for downsizing the services." Warzinski said Air Force decisions continue in limbo on the $52 million worth of projects proposed at Goodfellow to support firefighter- and fuels-training courses that were to have been transferred from Chanute Technical Training Center in Rantoul, Ill.

These projects include fire-training and fuels straining facilities, a dormitory, dining hall and troop issue warehouse. The $5.2 million in construction recommended by ATC included: A precision imagery building to be part of the intelligence-training program at the Goodfellow Technical Training Center, which carries an estimated cost of $2.2 million. A security police operations center, estimated at $1 million. A fire station to replace the World War Il-era building now in use, estimated at $1.2 million. A youth center, Harold estimated Smith, at deputy $780,000.

civil According to base engineer, Goodfellow could receive formal approval to start the construction "within the next few Witnesses: Trooper killed man who was on knees with his hands raised BAYTOWN (AP) A junior college baseball player killed by a state trooper was on his knees with his hands in the air when he was shot in the chest at a Baytown apartment complex, witnesses said. Tyrone Earl Henry, 21, was attending a party in the complex's clubhouse with 10 fellow Lee College teammates Saturday when he was shot by Department of Public Safety trooper James C. Lucky, who lived in the complex. According to police reports, the trooper said he had gone to the party room to quiet down the revelers and discovered a fight in progress. When he tried to break up the squabble, Lucky, who was not in uniform, was wrestled to the ground and pulled his gun.

The shooting is being investigated by the Texas Rangers and Harris County district attorney's office, as well as the DPS internal affairs department. A memorial service was scheduled for Henry at 1 p.m. Friday at the St. James Methodist Church in Anahuac. "We want to make sure justice is done," said Ray spokesman for the Baytown chapter of the National Association for the Advancement of Colored People.

Wilson others present during the shooting attended a several, Wednesday at the chapel. Investigators say Henry died from a single bullet wound to the chest. Edward Blake, 21, a student at the party said no one knew Lucky, also 21, was an officer when he came to the party room. "He started screaming he was a police officer after he was down on the ground," Blake said. Blake said he, Henry and another party-goer, Joe Thierry, wrestled Lucky to the floor after Lucky hit one of those at the party in the head with the butt of his flashlight.

Then someone saw a gun on Lucky, Blake said. "Tyrone yelled to us not to let him shoot anybody," said Steve Rochard, a 19-year-old Lee College baseball player from Missouri City. "I told (the trooper) to put the gun away and nobody will get hurt." "Tyrone had the barrel and butt of the gun held down," Blake added. "He was not trying to take it. He just said, 'Let the gun but the trooper refused and that's when Joe said for us to just run." Blake and Thierry said they were afraid Lucky was so he might shoot so they ran to opposite doors.

angry "Tyrone remained behind. It looked like his maybe the trooper kicked Tyrone back or else he sat back on knees. But I saw Tyrone on his knees with his hands in the air when the trooper got into a crouched position about five feet and shot. He then waved the gun in our directions and away warned us stay back," Blake said. Lucky remains on the job.

DPS officials say some witnesses support the officer's story that he identified himself as he tried to break up the fight. He told authorities he did pull the trigger until Henry made a forward movement not as if trying to snatch his gun from him. "Based upon the investigation so far, there hasn't been any reason seen for DPS spokesman David Wells said in Austin. "I can't go too far into the ongoing investigation. But after interviewing many witnesses, we do believe the trooper identified himself as a peace officer a short time after entering the party Wells said there are no regulations that would have required Lucky to call other officers before going into the party room with his gun.

Gov. Bob Bullock Thursday of trying to drum up support for a state income tax with an estimate that local school property taxes will increase $8.3 billion over five years under a new law. "He's trying to scare the property taxpayers in this state and over -panic everybody that they're going to have to see these enormous property tax increases and that an income tax would be better," said Rep.

Bruce Gibson, a from Cleburne who heads the House Government Organization Committee. Speaker Gib Lewis, who released a much smaller estimate for the school finance reform law, said numbers House distributed by Bullock were "inflated to the worst scenario. Lewis, D-Fort Worth, called the charge that Bullock's estimate was meant to promote an income tax a "very rumor." Bullock has pushed a state income tax to popular meet Texas' needs in education and other areas. The lieutenant governor's staff defended his estimate, which was developed by the Texas Education Agency and includes a projected $2.1 billion local school property tax increase nver the next two vears.
