Russum carried the county when he ran for Congress." With his opponent many miles away, and a small Democratic vote, we believe Mr. R. did get a majority of about fifty! On the 5th of November next, however, there will be neither absent competitor nor stay-at-home Democrats, and Mr. Russum and the whole Republican party may expect the result to be entirely different. THE present board of county commissioners have during the past two years made commendable efforts to im- proveUhc highways.

Although the two seasons past have been extremely wet, and numerous "washouts" have occurred a great many of the worst places have been permanently improved. The expenditures for new roads, new bridges, and shell pikes, found in another column of this paper, clearly sets forth the kind of improvements made. THE BALTIMORE CITY COUNCIL last week passed a resolution asking that the General Assembly of Maryland be duly memorialized to effect such legislation as -will provide for a department or bureau of agriculture and immigration, the object of such legislation being to offer to the overcrowded population of other States and cities, as well as those of other climes, freely and a generous welcome, the advantages and opportunities which we so abundantly enjoy, thus benefittimg them and enabling us to build up our waste places, invigorate our youthful industries and growing manufactures, revive our declining commerce and promote the happiness, the material wealth and prosperity of all the people of the Commonwealth of Maryland. By the efforts of a few energetic land agents thousands of thrifty, intelligent, law-abiding citizens have been brought to the State where they now occupy prosperous farms. Every has been benefittcd by this infusion of new muscle and capital.

Tbo undersigned citizens of Caroline county hereby give public notice that thirty days after this date they intend to petition tno county commissioners of Caroline county to construct, lay down imd open to public travel a new con nty road, in said county, in tbo Fourth Election district thereof, beginning on tho east side of the Choptank river at Ilcrringtown landing, on the line dividing the lands of Annie H.
