They sa'y that the books are negligently and loosely kept, that it is impossible to arrive at aiiy definite knowledge of the done in the iflice. The accounts, in some instances, aj pear balanced when such i not the case, and considerable sums have been collected on the same under the directions of the present Superintendent. The certificates issued for etigraving and lithographing, do not agree'with the accounts krpl by the parties ho did the work. Hiry exhibited their books, and swore lliey liad been paid for all the work dune. The books how the amounts received by them, yet it appears that certificates were i-sued to several partus for greater amounts than appears on their books.

In one case, the difference is $10,000 in another, over the difference being against the Government. The paper accounts do not agree. Several hundred reams are unaccounted for. The committee say, in fact, there appears to have been a singular fatality about the books and accounts connected with these matters; few of them could be explained, nd none entirety satisfactory. The unanimously report that the facts show conclnsivcly that there existed a combination for the compelling of ail contract ors to pny their way for contracts, that this was the general belief among contractors Sice little Affair-Old Back and Billy Eice.

Mr. Mason, of said that if the faets were so, it is due to the Senate and to the country, to lay the information before them. Mr.

Wilson reiterated the statement, and said (hat Mr. Rice himself hud said so, and moreover, that the arrangement was willi the cognizance of the President of the United States. Mr. Cameron said that the matter was so notorious that everybody, axcept perhaps, the Senator from must know all about it. Mr.

Rice, until recently, was a creature of the President, but recently they had a quarrel and Mr. Rice went about blabbing all about it. Mr. Mason: Did Mr. luce tell the Senator?" Mr.

Cameron replied, "The way to get this information is to appoint a committee of investigation, or sue me for slander, and that will bring the evidence.
