AMT 1 Hoosier happenings High court plans coda enforcement The Cincinnoti Port Thursday March 4 1976 3 Welfare department employes miss pay Officials to confer with state agencies over additional caseworker BY BILL ROBINSON' VERSAILLES-A11 12 members of the Ripley County Welfare Department staff missed receiving their regular pay checks this week because of a budgetary dispute Several officials of the department are to go to Indianapolis tomorrow to discuss the matter with officials from the state attorney general's office state personnel division welfare division and State Board of Accounts in an effort to obtain a solution Gerald Asche Ripley County auditor refused to pay any department members this week because "They have an extra caseworker in the department and there is no appropria tion to pay her The county council sets die number of caseworkers as well as their pay The number that has been set is five and the department now has Forest Morgan a member of the welfare board which held a special meeting Monday night to discuss the problem said the board members had talked with Asche They then decided to send the board's president vice president the director and legal counsel to Indianapolis ASCHE SAID the payroll that has been held up is for the period Feb 15 to 29 He said Monday was the regular pay day and that county employes are paid twice monthly commissioners didn't approve a claim at he said He said he felt his office had to either pay ail of the department's employes or none Gene White of Milan a county commissioner said no claim for die welfare payroll was submitted to the commissioners for consideration However he indicated that the problem had been mentioned The problem arose after Marvin Doyle was named the department's director Feb 2 The acting director Mrs Eileen Ahrens then became a caseworker Morgan said board members thought that Mrs Ahrens was paid a caseworker's salary" all along during die 18 months or so she was acting director (She had been paid S811 a month which the board said was a caseworker's pay) It was the board's impression Morgan said that the salary had been set aside specifically for the time when a new director would be named BUT INSTEAD Morgan said Mrs Ahrens was being paid out of the funds allotted for the salary which -is 811112 per year Both Morgan and Asche pointed out that the State Board of Tax Commissioners had made cuts in the welfare budget for 1976 at review time last year and that these cuts had caused the present budgetary situation Ray Raney board president would not comment except to say he was working to resolve the situation as soon as possible White said he understood that the board had been notified by letter of the pay problem'in mid-February Asche said the department had asked for an additional appropriation to meet the additional payroll needed but that will have to wait for a council meeting" He said the next scheduled meeting of the county council is March 29 Then he added problably be paid at the next commissioners' meeting" INDIANAPOLIS (UPI) -The Indi- ana Supreme Court is on record with a decision to "improve the public image of the legal profession (n this state through the rigorous enforcement" of a code adopted in 1971 by the court's disciplinary commission The court let its position known through an opinion in which it disciplined an Evansville attorney by suspending him for 90 days starting Anil 1 in connection with a client complaint about delay in receiving a settlement 'negotiated by the attorney on her behalf as a result of her husband's traf-fic death Evidence showed that die attorney got the 860000 settlement on May 24 1972 but that Marie Schaefer Indiana the widow did not get her one-half share until Dec 21 1972
