commissioners court at its meeting next incentive to stay and misdemeanor prosecutors would have incentive to stay and work up to felony prosecutor Lindsey said Ms Elliott said the 10 er-cent would be applied across the board to her five assistant attorneys Solis her top-paid assistant was raised from $13500 to $17050 on an annual basis Secretaries in the DA's office each will receive 6 percent pay raises as will the bulk of county personnel Each department head is authorised to distribute the payraises the way he chooses among his employees subject By JERRY REED SUB Writer A 6 percent pay raise voted for most county employees Tuesday morning will cost the county about 133000 for the next fiscal year County Auditor Calvin Sanford said Tuesday afternoon Taylor County Commissioners specified several excep- amounted to ll2S2889 yielding $28417 in additional salary costs the remaining 4Vk months of the fiscal year (The figures are not quite exact as Sanford estimated the juvenile office payroll) By coincidence Sanford told commissioners Tuesday morning that through March 31 anticipated revenues were that of the larger county departments the DA's office and the Sheriffs office merited extra consideration The employees of the Precinct 1 justices of the peace and constable also deserved higher than average pay raises the officials concluded Commissioner Joe McDuff told Petree "If we awarded 10 percent raises and elected officials the county auditor the juvenile officer and his staff and the county building superintendent were given no raises By law elected officials' pay can only be increased at the beginning of a fiscal year so they were precluded from raises The county auditor was similarly prevented from a pay boost because his salary can be no higher than that of the county tax assessoreollec-tor an elected official The juvenile officer and his staff and the building auperin-tendent were given pay raises earlier this year The county's annual payroll was approximately $1600000 before commissioners' action Tuesday morning Sanford said When elected officials and other excepted employees are taken out the portion of the payroll subject to raises However Sanford reminded fringe benefits such as contribution to Social Security (7 percent) and retirement (6 percent) also must be increased along with salary Estimating the total increase in fringe benefits as 17 percent of the $28417 Sanford figured the total cost of the pay boost at $33000 The action taken Tuesday morning had nothing to do with the fiscal year 1980 budget except that the new salaries become the bases for setting pay scales in the new fiscal year County Tax Assessor-Collector Richard Petree said a meeting of nine county officials Monday morning to discuss county employees was not intended as a demand for higher pay but to let commissioners know that of us were going to be mad if you showed preference for one group over another" The officials decided then they were moonlighting declined a chance to make an additional pitch this morning But Bob Lindsey a former colleague of Ms Elliott's in the DA's office made a strong plea for additional pay for at least Ms Elliott's felony prosecutors The criminal lawyer often a courtroom adversary of Ms Elliott and her asssitants said his opinion was that the top assistant DA George Solis and perhaps the other felony prosecutor Jack Grant should be given pay raises totaling $7000 or That way they would have MoT-Sa: 1 Clostd Sun By JERRY REED Staff Writer Taylor County Commissioners voted Tuesday morning to ponder awhile the pitches by two insurance companies to write coverage for health and life insurance on county employees The court listened to representatives of Blue Cross-Blue Shield currently the county work force's insurer and Mutual of New York (MONY) The court did vote to add maternity benefits for employees required by federal law starting immediately "I'd auggest we'd go ahead and take the benefit before the situation gets worse" Commissioner JT McMillon said after the court was told id one courthouse employee several months pregnant Maternity coverage is immediate even for a woman who is about to deliver said Dean Rucker Blue Cross-Blue Shield representative Independent insurance agents Bill Fortney and Cliff Robison of Mineral Wells made a strong bid on behalf of MONY claiming that their policy was a better buy for the same coverage For the basic policy MONY would charge the county $2879 per employee while Blue Cross-Blue Shield would charge $3057 Maternity benefits for county employees would cost an additional $141 for the employee only under the MONY proposal and $181 per month under the Blue Cross-Blue Shield proposal Commissioners voted to pay for the maternity benefit only for employees But employees whose dependents are enrolled in the group policy effectively were included at the employee's cost The reason is that maternity must be treated like other under federal law By opting for dependent benefits the employee must pay the extra cost the insurance company has figured in as the cost of maternity benefits for the entire group Fortney said MONY is offering carbon copy of what you have which he termed the plus alternate plan 1 and alternate plan 2 In alternate plan 1 there would be a $100 deductible and the carrier would pay 80 percent of the first $2500 (minus the deductible) plus 100 percent of any additional medical bills up to $250000 In alternate plan 2 the deductible would be $150 with other features the same as in alternate 1 Class
