THE PITTSBURG DISPATCH, THURSDAY, FEBRUARY 20, 8 OHIEFETANS' REPORT An Official List of the Fires Last Tear and the Losses at Each. 'MORE THAHSIX HUNDRED ALARMS. The Total Damage "Was Less Than Half a Million of Dollars. PITTSBUEG HDST HATE A FIEEBOAT Samuel N. Evans, of the Pire Bureau, yesterday submitted hit annual report to Chief J.

O. Brown. The report shows that 625 alarms of fire were responded to during the year, including still alarms, the loss being 10, the insurance paid $438,612, leaving a net loss of (5,158 10. Daring the month of March the nnmber of alarms was greatest, there being 81 against 25 in June, when there were fewest. April showed the heaviest loss, 5192,661 93, February (1889), the light-est, $1,090.

The largest fires of the year were: Mcln-tosh Hemphill's Foundry, loss $31,807 76. March 27; Walter Ferguson, dwelling, loss 512,937, March 30; J. B. Sheriff Sons. Brass Foundry, $17,291 61, April Hubbard ai factory, $172,135 52, April 7: "Westinghuuse Mannfacturing Company (Garrison alley).

$38,566 84, September 27; Oliver bolt works (Southside), 16, October Monongahela House, December 5. These seven fires aggregated $399,396 90, more than seven-eighths of the entire loss during the year. THE TABLE OF LOSSES. The report includes a carefully prepared table showing the number of claims, gross loss, insurance paid, net loss, population, loss per 1,000 of population, and loss per capita during the past 20 years In the city. This table shows that the average gross loss per annum for that period was S35.904, the average insurance paid 232,185, the average net loss SS3.680, and average loss per capita only $2 24.

Omitting the year 1870. during which the paid fire department was organized, the average loss per capita for the 19 years was only 11 90 per year. This is considered a remarkably good showing, and as the following comparative statement of eight other large cities for the nine veirs between and in. eluding 1880 and 1SSS will show: New York shows an average per capita loss, nine years, of 3 53; Boston. $7 69; Minneapolis, S3 84; Cincinnati, $3 42; Buffalo, S3 07; St.

Louis. S3 2L Chicago. J2 03; Brooklyn, tl 53; Pittsburg, SI 84. Thus it will be seen that Brooklyn, which is not a manufacturing city. Is the only one showing a less ratio of loss than Pittsburg.

In his report Mr. Evans states- I have expended considerable time this year in arranging these comparative tables and collecting statistics, in order that the public may be able to judge of the value of the service they are receiving as compared with other cities, and I confess to a jnstpride in the result of my investigations. He then gives a tabulated statement, compiled from the statistics of 12 different cities, which shows that, comparing populations, it costs less per capita to maintain the Pittsburg Fire Bureau than it does any other city whose figures could be ascertained. A condensation from that statement follows: A COMPABISON OF EXPENSES. "Annual expense of Detroit fire department' 300,000, or a cost of 133 per capita; Buffalo, annual expense $312,000, or SI 24 per capita; Milwaukee, or SI 06 per capita; Pittsburg, 1185,000, or 74 cents per capita; Cleveland, 218,000.

or 96 cents per capita; Minneapolis, 1185,000, or 88 cents per capita; Cincinnati. or 89 cents per capita; Louisville. $140,000, or SI 40 per capita: Rochester. N. S100.000, or 80 cents per capita: Brooklvn, SS18.423, or SI perfcapita: Chicago.

$9 19.019, or SI 15 per capita; bt Paul, J25S.344. or Jl 23 per capita.r During the year two new first-class Amoskeag engines and on 5 hook and ladder truck were added to the equipment of the department, which now consists of the following apparatus: Two first-class and 5 second-class crane neck double engines; 6 third-class crane neck double engines; 1 second-class and 3 third-class hoop tank single engines: 17 hose carriages in use, 1 not in use and 3 old hose carriages stationed at different points for special use; 4 hook and ladder trucks in use and 1 unfit for service; 93 horses. The report commends the provision made by Council for four new engine companies, and states that the proposed locations are in sections of the city where further protection is immediately necessary. A FIEE BOAT BECOMMEKDED. Among his recommendations Mr.

Evans emphasizes his previously expressed belief that a fireboat would be a valuable addition to the city's fire apparatus. He also recommends that the No. 1 engine house should be rebuilt and rearranged, as the present is a very old building, too small and very badly in need of repair. The old recommendation in favor of three-inch hose, with which five companies are now equipped, is renewed; 15,000 feet of new hose will be needed this year. The employment of ianitresses to clean the engine houses, make ieds, eta, is again urged Four new hose carriages for the new companies and two new engines are needed.

Borne new horses are also wanted, both for the new companies and to replace worn out stock. In regard to pay Superintendent Evans said: am still of the opinion that the firemen are underpaid. When we consider the risks they run, and the amount of time and labor they expend in active duty at fires, and the deprivation of home comforts which tbey experience, I believe they are worthy of a wise and judicious increase of salary." The benefits of the disability fund are touched upon and reference is made to the advantageous co-oenration of the police department with the fire department. In closing Superintendent Evans thanks Chief Brown for the courtesies extended him, and retnrns thanks to Assistant Superintendents Steel, Coates and Stewart for their earnest efforts, in. telligent labor and lively interest in the performance of duty during the year.

AK0THEE CABLE ACCIDENT. George Westlngbouse said to be Working on a Street Hnllwny Airbrake. Last evening at 530, Harvey McManus was struck by a Fifth avenue traction car at Pride street, where Frank Hawthorne was injured the night before. Mr. McManus was standing on the sidewalk at Pride street, talking to some friends.

As car No. 29 came along, he stepped out in front of it, absentmindedly. The grip-man was unable to stop the car, and McManus was knocked down. The pilot of the car ran up on his left leg, bruising and cutting it, but not breaking anv bones. He was taken to his home, corner of Gibbon and Stevenson streets, where Dr.

Barclay attended him. An officer boarded the car and, hen It got to Oakland, arrested Gripman Grove. He was taken to the Central station, but later in the evening, when it was found that McManus was not badly hurt, he was released. Hawthorne, who was injured at Pride street on Tuesday night, was resting easv last night. gome of the new cars for the Fifth avenne llnrarriveiyesterday, and will be put in the service Immediately.

It Is reported that George Westinghouse is working on an airbrake for cable -cars that, it is expected, will be powerful enough to stop the cars in less than half the distance required by the present brake. NOTHING KNOWN HEKE. Flttsbnrger Have No Information About the South Pcnn Deal. An effort was made by The Dispatch reporter yesterday to secure some expression of opinion from the various Pittsburgers who have been at one time or another interested in the South Penn Railroad in regard to the sale of the road as announced in the telegraphic columns of yesterday's Dispatch. Mr.

Mark "Watson, when questioned about the sale, sail: "I really do not know why the road has been levied upon. It may be that the Vanderbilts are acting in the matter in order to sell the road piecemeal. I have no further interest in the road, and know of no one in the citv at present who conld give you any definite information in regard to the sale." Most Know the Liquor Law. "Wanted 50 good cats'," was the legend that appeared as an advertisement in The Dispatch yesterday. Under the impression that Ihe "ad" was not intended seriously, a Dispatch representative called at the place indicated for the purpose of eliciting some information regarding it. It was found to be W.

H. Scher-man A storekeepers on Fifth avenue. Entering, the writer greeted the proprietor with the following, in a jocular sort of a way: "How many cats do you want!" The answer was a surprlser, as the individual scanned the questioner's form in a searching manner. "How many have you got!" Explanations were entered Into, which resulted is the storekeeper's vouchsafing the Information that he had. advertised in all seriousness.

He needed the felines in his business, if he could secure them, as. he was completely overrun by rats, who visited him from a neighboring brewery. ve tried everything I kubw of to get rid of them, but without avail and I must succeed if possible, as tbey are mining everything about the place. To give you an idea how numerous the troublesome little animals are, I need but to say that the first day we came here, which was about three months ago, we killed over thirty. I put up with them as best I could for a time and then got a cat and a ferret.

The rats disappeared completely for a time, then suddenly both cat and ferret could not be found anvwhere, and I really believe they were "bluffed" out of the building, for no sooner did this occur than the rats reappeared more numerous than ever. Do you hear thatT" The cause or the gentleman's last remark was an astonishing clamor of shrieks and squeaks emanating from the rear of the store, and then the storekeeper pointed to a bole underneath a washstand In a corner, from which several old rodents appeared one alter another, all squeaking in chorus. Quietly reaching for a pound-weight which had been lying on the counter, Mr. Scherman let drive, missing the assemblage cleanly, which disappeared hurriedly through the orifice, -followed by the storekeeper's weight. That individual rammed his bands into his pockets In a discouraged sort of way ancksaid: "Do you see how I'm fixed? That pound-weight is lost now and I didn't get the least bit of battsfaction for it." AFTEE THEIR PEJZE MONEY.

Pittsburg; People Will Present a Petition to Congress for It. A considerable congregation of Allegheny and Beaver county people met yesterday at the office of H. F. Brown, Esq, on Fourth avenue, to prepare under his direction a petition asking Congress to award to them their share of prize money for participation in the capture of Memphis. Mr.

Brown has been working on the case at intervals for some years. Once he got it before Congress, but the measure fell through in the committee. With the present complexion of Congress, it is thought something can be accomplished. Mr. Brown read a letter from Senator Quay In which he refers to some action in the matter taken by Colonel Bayne, and suggested that the latter be asked to prepare a bill.

In the meantime those interested should prepare a petition setting fortn the facts, and address it to both Houses. Senator Quay said he had no doubt the matter could be accomplished. The people interested were connected either as employes or owners of certain tug boats, which were converted into rams during the war, and when they assisted in the capture of a place or were within signaling distance when the attempt was made, they wereChtitled to share in prize money. They assisted to take Memphis, and the crew of the Lioness went ashore and pulled the Confederate flag from its City Hall or some other building of note. The prize-money appropriated, however, was distributed among the owners and crews ot boats owned in Cincinnati and Louisville.

Dr. 8. Sale, of St. Louis, lectured last night at the Eighth Street Temple, under the auspices of the Young Men's Hebrew Association, subject "Race and He said the Hebrew nation had been both praised and maligned in history as no other Oven any relative Semitic nation. Tho Hebrews were inrenor in art, oratory, music, etc, to Aryan natives, to Greece and Rome, but though their religion has been characterized as selfish and merely tribal, it had developed manliness, the home, and in its essence and the religion of the prophets was universal truth, kinship and fellowship of all mankind.

Vandalism could not destroy the ideal of Israel's religion. It would remain or could be recreated. Its preservation amid the fierce persecution of 20 centuries proves its indestructibility. Religion and not race clannisbness has preserved Israel. Judaism gave birth to Christianity, carried spiritual truths and intellectuality to the heathen.

Dr. Sale deplored the cultivation of race pride, and said it was not lostered by those whose virtues shone in the synagogue and in the home circle, but among those who wished to use the race politically. He would refuse to furnish census statistics of race. In a political sense Hebrews are Americans and are always and at all times loyal to Governments allowing them the right of conscience. He resented flattering appeals to them as a race.

As a race be, said they were already dead, but as a religions society alive and prosperous. Dr. Sale said the fear of all civilized nations of Hebrew supremacy was the result of their iutellectuaUtv garnered and conserved by their forefathers, which is simply utilized by their descendants to-day, and the Hebrew wonld fulfill his mission by doing justice, showing mercy and walking in the way God directs and not by the cultivation of race pride. NO TIME FOR BABBITS. Young Blood Elected In the Borough of Cornopolls.

The three-cornered fight in CoraopoIIs seems to have resulted in a victory for all sides, the plums being distributed among all. One party secured the Burgess, Alfred McCabe, and one Councilman, Mr. Boss. Another party elected Samuel Marshall techool Director, while the third elected James Watson; to Council. James voted on age so there is some young blood in the body.

He talks of getting married also, so that between marital and CouBCilmanic en gagements. he is likely to be kept too busy to hunt rabbits and they are expected to increase materially during the next two years. It is said the road management in which several thousand dollars are alleged to been wasted during the past ear bad much to do with producing variegated results. The Jubilee of Defeat. A musical entertainment, followed by a lecture, will be held in the County Democracy Club room, in tbe Mellon building, Smithfleld street, this evening at 720 o'clock.

A large attendance is looked for, and the committee has been most energetic in its preparations.
