Stopping Invaders Is NORAD Mission The North American Air Defense Command (NORAD), with headquarters at Colorado Springs, is the first two-country allservice type military command ever to operate within the boundaries of the North American Continent. It is the first peacetime organization with cooperative operational defense planning a situation wherein the governments of Canada and the United States place military forces at the disposal of a single joint commander.

Additionally, within the United States, it is the first time ele. ments of the three services have operated under one unified commander. NORAD became an official integrated command in 1958 and today exercises operational command over all U. S. air defense forces and operational control of those provided by Canada.

Commander-in-Chief is U. S. Air Force Gen. Laurence S. Kuter who is responsible to both the U.

S. Joint Chiefs of Staff and the Canadian Chiefs of Staff Committee. To manage the vast air defense system, which extends across the continent from the polar ice cap to the Mexican border and from east to west far beyond the edges of the continent, NORAD has di- ing net, the Pinetree system of radars, cuts across southern Canada. Navy ships and Air Force planes supplement the groundplaced detectors with extension of the lines of radar equipment. The NORAD system is one of early warning plus defense in depth.

This depth includes use of manned interceptors. pilotless interceptors of the Air Force Bomarc type and the shorter range Army missiles of the Nike family. The aim is to subject an invading aircraft to continuous attack from as far out as possible as it approaches a target area. An enemy bomber would first be attacked by long range manned interceptors, next it would be engaged by the Bomare missile, and finally, if it still survived, the bomber would come within the vided the continent into seven regions, which are further divided into sectors. The air defense combat forces the interceptor aircraft, the missiles, the radars, the ships are provided by the component commands operating under NO.

RAD. These are the RCAF Air Detense Command, the U. S. Army Air Defense Command, the U. S.

Court Term Opens Visiting Judge Joe Fisher of Beaumont opened Federal Court there Monday morning and heard a roster of 14 civil cases to be tried during the two-week session. Judge Fisher, sitting in for Judge Joe Estes, went into consultation with attorneys In the chamber following a brief session Monday morning. Twelve of the cases are to be pre-tried and motions are expecting ed in two others. During docket-setting preliminaries. attorneys announced that six cases had been settled.

Four cases are set for jury hearings. During his opening Judge Fisher announced that juries for all cases will be selected Wednesday, and that jury cases will be tried immediately. The judge said that he hopes to finish business during the twoweeks period, but that if necessary, a session would be held later. Order of cases is expected lowing the conferences Monday. The yardstick of SAC's fighting power is a mathematical rating formula that has become as valuable a summary of the command's global operations as the profit-and-loss statement is to private business. By reviewing a monthly Management Control Statement, Genferal Thomas S. Power.

SAC's Com. mander in Chief. gets an up-todate composite picture of crew and aircraft status. results of practice bombing missions. trainprograms, and other important items contributing to SAC combat capability.

Each month the management system scores every unit in the command on performance in certain areas of operation. Percentage efficiency scores are worked out on the basis of past performance and are reported der four general headings: operations. personnel, materiel, and special missions. A compilation of the scores determines overall status, whether the entire command is meeting desired standards and actually making a profit. By studying unit scores separately.

top units can be spotted on an overall basis or in any desired category. The rating system has paid big dividends for not only does the report tell whether a unit in the command is a good or a bad one, but it can also tell why. Assume that under the category, operations, a heavy bomb wing shows a poor score in the simulated combat mission effectiveness category. A cross check may show that maintenance failed to deliver the required number of air. craft needed to perform the mission.

A further check may show that some critical spare parts of Skaggs Accepts Probation Post Roy Skaggs, 57, became Taylor County's first Adult Probation Officer Monday morning. Taylor County Commissioners ratified Skaggs' appointment to the post by District Judges J. R. Black and Owen Thomas. The commissioners court declared an emergency, amended the budget and voted to have Skaggs salary begin immediately.

The salary was fixed by commissioners at $4,250 per year, plus a $30 a month car allowance. Included in the ratification of Skaggs' appointment by the district judges was a requirement that the new probation officer make a monthly report to the Taylor County Commissioners Court. Skaggs was an unsuccessful candidate for Congress against Rep. Omar Burleson in the last Con- gressional race. He taught in Abilene Schools from 1929-38 and served as principal of Alta Vista Elementary School for two years.

He was County District Clerk from 1939-46 and served on the Abilene School Board eight years from 1947-55. He is a member of the University Baptist Church, a Kiwanian land a Mason. He is past president of the Taylor County Unit of the American Cancer Society. Skaggs is in the investment and mutual fund business and also teaches two government courses at Hardin-Simmons University. In all there are more than 65 fighter-interceptor squadrons in the system utilizing the F-104 "Starfighter," the F-10B "Voodoo," the F-102 "Delta Dagger" and F-106B "Delta Dart." Some other oft-heard phrases in the nation's defense system are Semi-Automatic Ground Environment (SAGE) which combines current detection techniques with the use of high-speed electronic digital computers to receive, process, and display air surveillance information and, as directed.

Under a an emergency condition. the NORAD system would be put on a full war footing with missiles and planes ready to go. Marine Corps Now Keyed To the Future Amphibious combat readiness and modernization are two primary objectives of today's rine Corps. Facing the threat of total war, limited war, and potential enemy nations armed with modern weapons systems, the Corps is conducting an extensive research and development program aimed at insuring Marine Corps readiness to execute amphibious operations under a wide range of combat conditions, nuclear and conventional. Men and materiel are geared to the future.

Modification and change have become routine. The object of this activity is to provide today's Marines, and tomorrow's with the best weapons and equipment U.S. military technology can produce. Much of the Corps' research and development activity is trated at the Marine Corps Schools, Quantico, Va. The Landing Force Development Center tests and evaluates the weapons, equipment and combat techniques which will be used by Leatherneck fighting men event of war or national emergency.

The biggest problem was to keep reported data simple without sacrificing comprehensiveness. Under the system finally adopted, each squadron submits standardized monthly reports, many of which are used for other purposes. Any unusual figures are supplemented with a brief narrative explanation.

At each higher echelon wing. division, and numbered Air Force these figures and narrative summaries are consolidated. By the time the report reaches the general's desk, voluminous data has been summarized into one table.
