Hunter insiswd upon the members of board giving the contract to R. J. Davis, Philadelphia, whose bid Is about higher tnan the one submitted by J. R. lmtenger, of HiUenger's station.

Adams county. It was stated during the discussion on the subject that the Penn townsmp pupervlxorji slg-ned the agreement for Mr. Davis makng the propotwd im-provemei 'ts, on tho "ground that tnc state highway department would not consider the Rlttenger bid because the Davis specifications called for trap rck. which. It js thougnt, will make a more fubtantlal highway than witn a llmetonp foundation as tf-ecifled In the Bittenger bid.

Mr. Hunter contended that the department, of which he Is the head, was In position to Judge which of the two wa the best bid and that the commissioners should approve ta recommendation. According to the manner In which the commissioners expressed themselves they are more determines ever that they will sign no agree ment except one calling for J. It. Bittenger to rebuild the Wgnway.

No definite action has yet been taken on the Improvement of the Springets-bury township road and there Is little probability that there will be any action takei.i this year. The township supervisors will again consider the proposition at their meetng next month.
