President McKinley has by proclamation opened the Kiowa, Commache, Apache, Wichita and Caddo reservations in Okla noma to' settlement, and careful preparations have been made for the event in order to avoid a rep etition of the scenes of 1893. In all, 13,000 homesteads of 160 acres each have thrown open to settlement.

The new plan calls for the issuance to every applicant of a certificate of reglstration.Twenty days arejallowed for registration. Each registered applicant then selects the land he desires. Then comes the public drawing by which the order of applications will be determined. Each individual will present himself at the local land office in the order determined by the drawing at the rate of 126 a day. No rush will thus be permitted, and the 13,000 homesteads will be distributed in an equitable manner, Troops will be at hand, and or der will be preserved at El Reno and Lawton, where the land offices will be located.

This opening of lands to settlement will powerfully promote the growth of Oklahoma, which is fast advancing towards states hood. When the census was taken Oklahoma had 412,118 people and the Indian Territory had 891,969. A majority of these'pop nlations are whites. The two combined would constitute a rich and populous country.
