WASHINGTON BUREAU WASHINGTON In the political free-for-all of tax reform the oil and gas industry took its share of blows during more than two years of debate in Congress and within the Reagan administration Due in part to the continuing oil-pricing crisis however the industry has been knocked far less than it might have been down the road of higher taxes Nevertheless industry spokesmen said the hit from the tax collector will be felt a little harder in the already troubled oil patch "It's a misconception to say the industry came out a winner" as a result of tax overhaul said Harold "Bud" Scoggins president-elect of the Independent Petroleum Association of America But Scoggins credited oil-state senators with doing "a phenomenal job" in protecting several key tax incentives for oil and gas producers and royalty owners He said he expects oil and gas drilling to remain sluggish next year due to the new tax bill as well as a lack of confidence in oil prices even if the Organization of Petroleum Exporting Countries is successful in sticking with production quotas "The whole uncertainty of trying to sort -out this tax bill is going to have a negative impact" on drilling Scoggins said The American Petroleum Institute estimated that the tax bill would cost the industry $10 billion over five years with a cost of $830 million tied directly to changes in oil and gas incentives in the tax rode Overall the tax bill is expected to trans fer about $120 billion in taxes over five years from individuals to corporations Tax provisions for the industry including the long-standing percentage depletion allowance and the deduction for intangible drilling costs would have1 been changed far more drastically in an earlier version of tax reform proposed by the Reagan administration and a version passed by the House Changes passed in the final tax bill for specific oil and gas provisions were slight' compared to those earlier proposals al though they were more substantial than in the Senate version of reform that would have left industry-specific provisions intact- In the final bill the percentage depletion allowance would be retained in current form for independent oil and gas producers and would be repealed only on advance payments for oil and gas royalties and lease bonuses Some analysts speculated that repeal on advance royalties and bonuses might lead to higher figures for those initial payments Libertarian Party Governor candidate says she offers only alternative By Daria Morgan STAFF WRITER Theresa Doyle the Libertarian Party candidate for Texas governor said yesterday her candidacy offers voters the only real alternative in the November election Mark1 White the Democratic incumbent and Bill Clements the Re- publican Doyl challenger both believe in the concept that the state should be the "planner and controller of all life" said Ms Doyle a San Antonio housewife in a press conference at a local hotel "We believe in a very limited form of government" she said If elected Ms Doyle said she would immediately begin closing state agencies Such traditional government programs as unemployment insurance minimum wage laws compulsory
