how inefficient our fractured county governmental structure is with scores of elected officials pursuing their own aims without reference to general county policies At the very least the county should assert legal control over the beaches and require a permit for the erecting of any barrier temporary or permanent to free public access by motor vehicle In this manner it would know what is going on and presumably no barricades would be erected which the county commissioners did not deem to be in the public interest These findings are offered in support of the conclusion that subsidies should be either eliminated or sharply reduced Their result says the study has not been provision of efficient short-haul low-density air service but the creation of nine relatively weak" feeder airlines only three of the nine even with the help of the subsidies showed profits last year The challenge by residents of the Gulfstream Condominium to the Texas Open Beaches Law continues and as it does the everyone can be sympathetic with the stated purpose of the beachfront residents which is to reduce speed of motor traffic and increase the safety of the beach as a playground However the principle if not the practicein this particular instance is objectionable and the precedent it sets is dangerous What is being done amounts to private disposition of goth up One problem is that the feeder outfits cushioned by the subsidies tend to use aircraft too big and expensive for the job An alternative exists as various air taxi 1 services have demonstrated They use smaller planes Dffe and because of appeal to your readers as safety conscious citizens to revamp the driver education program so as to place more emphasis on freeway driving and thus eliminate costly and senseless accidents that maim and kill thousands of innocent people every year KYLES MILLER Perhaps this is the answer for reform of the feeder airlines system: Smaller aircraft lower operating costs schedules geared to what people want in the way of air service to and from small communities Such modification of the system might reduce or in the end even eliminate the need for federal subsidies The Brookings Institution study on government -subsidized air service to small communities does not provide justification for getting rid of the feeder airlines system It does point up the need for an overhaul Labors damaging dossier on record Worth saving mm By John Chamberlain Editor the Caller: There is no doubt that the enlarged population qf Nueces County demands more space for county offices and services than the present courthouse Before the wrecking hammer destroys too much I would like to point out that some of the architectural features of the present Nueces County Courthouse are unique in Texas and rare in our United States I refer to the almost perfect Greek style (before the unbalanced modern section was added on the north side) In particular I refer to the figures of women holding aloft the porticos on the south side and perhaps on the north if they survive still They are known as caryatids and the originals are on the Acropolis in Athens dating from 420 409 BC I have seen some others in New York on large buildings but the Nueces County Courthouse figures resemble the originals more closely than any I know of in the United States That such things are of interest and value is borne out by the popularity of the Parthenon in Centennial Park Nashville Tenn which draws thousands of visitors each year Though necessity may demand repair I hope something good in the Corpus Christi area will not be smashed and lost to future generations REV THOMAS MEANY (Aransas Pass) MIAMI BEACH Whatever official labor as represented by the AFL-CIO may do between now and November it has bequeathed a document to posterity that in the hands of the Republicans can be counted at to do George McGovern a maximum amount of harm Circulated by the White House it will either damn the Democratic candidate utterly in the eyes of good union men who go along with George Meany on labor and patriotic issues or it will force a softening in some of the South Dakota senator's stands that wont help him- at all with his younger supporters First the document delves deeply into the record of McGovern's votes in the Senate on legislation affecting labor's interests as defined by the George Meany hierarchy The specifics are these: 1 McGovern voted for the Landrum Griffin Mil In 1959 at a time when a big majority of northern Democrats were doing labor's bidding and voting against it 2 In 1960 McGovern was one of only five non southern Democrats who voted against raising the minimum wage to $115 an hour and extending the coverage to 14 million retail workers 3 Six years later he voted against raising the minimum wage to $155 4 In the same year of 1966 McGovern voted against an amendment that would have provided 26 weeks of unemployment compensation for 20 weeks of employment Only five other northern Democrats joined him in voting McGovern also voted in 1966 for a Dirksen amendment to cut appropriations for the Department of Labor andHEW 5 In 1968 the year in which Gene McCarthy and Bobby Kennedy the' heroes of the young McGovern voted to table legislation introduced by Sen Jacob Javits that would have provided $521 million for summer jobs for those still in school 6 McGovern voting as he said later my conscience" came out against the repeal of Section 14B" of the Taft Hartley Act thus supporting the legitimacy of right- to- work laws in 19 states Including his own South Dakota For myself I think most of labor records demonstrated much common sense But it is hardly a record he can support if he is to change AFL GO boss George Meany into his fervent partisan for an election campaign The AFL-CIO document goes on from labor considerations to comb over record on such topics as civil rights amnesty the draft marijuana crime political violence foreign policy Israel and national defense It notes for example that McGovern joined 22 other senators 18 from southern and bender states in a last ditch effort to emasculate the voting rights provisions of the Civil Rights Act of 1964" On amnesty McGovern did promise that he would grant It to draft dodgers He did at one time suggest that a promising route might be to regulate marijuana along the same lines as He did say of Henry Wallace that he what the Progressive party candidate of 1948 to say about foreign and he did blame the cold war foreign policy of the United States for provoking Soviet Russia into invading Czechoslovakia On Israel' he has followed a somewhat bewildering course With the cultivation of party harmony obviously in mind McGovern has already begun to shade some of the opinions which the AFL-CIO documents finds particularly objectionable But the document will surely be used by the Republicans to prove at the very least that McGovern is not the consistent idealist that his young News Service The problems of peace and the presidential election really serious that the war is the central issue of this campaign then they have for peace whether this re-elects or defeats Nixon Well Washington is accustomed to this struggle between personal and public responsibilities but this is a squalid business and makes Spiro Agnew seem honorable in the process and it dramatizes the problems of peace and the election Nobody can blame the President f-v At least McGovern has to know what id going on in the Paris negotiations for using Connally since Connally is using the Republicans but the problem remains It Is not good enough for him merely to attack the peace talks without having his own man there to inform him of the realities or for the President to offer to McGovern about the Paris problems and meanwhile authorize -Connally to vtllify McGovern as an ill-informed and irresponsible critic of the talka to the Republicans as secretary of the Treasury One of the troubles with the attractive and dogmatic Connally is that when he gets bored with his jobs either under the Democrats or the Republicans he gets out and gods home to his ranch Personally it is a good deal but otherwise it seems a little selfish He is a sprinter and not a marathon runner He loves the dramatic issues but he doesn't stay the course It was fine at the Pentagon for a while when he was secretary of the Navy but after a little while he went away and when he got bored with being secretary of the Treasury just when the really big questions of world monetary policy were coming up he suddenly got out again and went around the world in a presidential plane lecturing the allies on how to be responsible The pattern is quite clear He comes and goes as he pleases and now he is just back from his round the world trip and is villifying the Democrats for foreign and domestic policies he says he cannot support and praising a Republican party he will not join saying and 111 stop the killing and get all the boys and the prisoners home by next spring At least he was specific and took personal responsibility for his promises even If he quite explain how he would achieve them The President was more subtle but less responsible He didn't criticize McGovern and his policies personally but used his Democratic ally formed Secretary of the Treasury John Connally to attack McGovern for the administration's peace negotiations in Paris Nobody would mind if John Connally thought the Democrats were wrong and the Republicans right on the war the economy taxes and welfare and then switched like Mayor Lindsay of New York to the other party Or even if he stayed as a Democrat in the Republican administration and stuck with his job and struggled on with the problems But Connally seems to want the best of everything using first the Democrats to be governor of his state and to be secretary of the Navy and then to go over The nation is now at the same time waging war in Vietnam negotiating peace and fighting a presidential election in which the tactics and objectives of the war even the continuation of the war are central issues And this creates the delicate and awkward problem for both President Nixon and Sen McGovern of arguing out the issues of the war without interfering with their common objective of ending the killing in Southeast Asia These two men are obviously deeply and sincerely divided on this central question of the campaign It cannot be put aside The administration cannot silence McGovern on Vietnam and McGovern cannot deny that his public promise to end all American bombing on Jan 21 1973 and withdraw all United States troops from Southeast Asia before the end of April 1973 is bound to influence the present peace negotiations in Paris Neither Nixon nor McGovern has really faced this dilemma The senator argued the point in the starkest terms in his acceptance speech 20000 coffins brought home during the Nixon i administration elect me he seemed totbe As a result Roosevelt and Dewey who were in many ways even more violently opposed to one another In 1944 than Nixon and McGovern are now agreed to work together to keep the election battle from interfering with the peace and the organization of the United Nations about how to fight the election over Vietnam without interfering with the negotiations for peace Fortunately there is a precedent which Nixon knows all about! -In the presidential election campaign of 1944 just as the last world war was coming to an end President Roosevelt and Ms secretary of state Cordell Hull and the Republicans in that election Thomas Dewey and his foreign policy adviser John Foster Dulles agreed that there was a national Interest in avoiding an election squabble over the organization of peace and that the tragic political misunderstandings that defeated the League of Nations in the Maybe this is what is needed now before the partisan argument becomes too brutal before we get into what promises to be a really savage battle for the presidency The problem cannot safely be left where it is now There are as Connally says fundamental issues at stake in this campaign These issues should not be submerged by cheap arguments to false Etriotism but faced on the basis of the at Paris Only the President can I make the facts there available to McGovern as Roosevelt did to Dewey in 1944 1920 presidential election between Harding and Cox should not be repeated Peace in Vietnam between now and November may help Nixon and hurt McGovern but if the antiwar foxftjjs are New York Tima
