Friday (Feb. 1, 2002) at Gibson Area Hospital, Gibson ASSOCIATED PRESS WASHINGTON, D.C. Amtrak is threatening to eliminate train service to dozens of states in a dramatic maneuver aimed at pressuring Congress to double its support. The national passenger railroad said Friday it will discontinue an unspecified list of long-distance, overnight train service in October if Congress doesn't give it $1.2 billion for the next budget year. "The system has reached a critical crossroads," said Amtrak President George Warrington.

He said the railroad has a $5.8 billion backlog in work needed on its trains, tracks, rail yards and stations. Facing a possible restructuring by Congress, Amtrak said it will eliminate 1,000 of the company's 24,600 jobs by this summer. The layoffs will affect 700 union workers, plus 300 employees who are not covered by union contracts. Amtrak will make additional cuts in hiring, training, advertising and supplies, and save money by delaying work on equipment, tracks and stations. Overall, the moves will save $285 million in the current budget year, which ends Sept.

30, Warrington said. The showdown comes in October, when as many as 18 long-distance routes could be eliminated. Amtrak did not specify which they might be. Long-distance trains include some of the storied names in American rail travel: the Southwest Chief, between Chicago and Los Angeles; the Crescent, connecting New York City and New Orleans; the Empire Builder connecting Chicago to Seattle and Portland, Ore. Amtrak officially received $521 million in this year's federal budget.

Central Illinois congressmen react to issue By M.K. Guetersloh PONTIAC BUREAU CHIEF PONTIAC Central Illinois congressmen agree Amtrak needs help but don't know if it should come as a $1.2 billion check. Amtrak officials announced Friday that unless they receive $1.2 billion in the next budget year, they will be forced to cut all long-distance train services by October. A spokesman for U.S. Rep.

Jerry Weller, a Morris Republican, said Weller believes in helping Amtrak but is uncertain about the amount of money Ben Fallon said Weller co-sponsored a bill introduced last year that would give Amtrak $10 billion in bonding authority. That money, Fallon said, would go a long way in helping Amtrak update its infrastructure and get the rail service on track for high speed rail. Congressman Tim Johnson, an Urbana Republican, would like to see the rail service stand on its own but said Congress needs to help because of economic repercussions from the Sept. 11 attacks. "All of the Central Illinois communities along Interstate 55 and 57 depend on Amtrak for a variety of purposes," Johnson said.

"It's extremely important that it remains in business." Meanwhile, U.S. Sen. Dick Durbin, said he is using Amtrak's announcement to renew his efforts to convince Congress to take immediate, comprehensive action to meet the passenger railroad's needs. "Now more than ever America needs a passenger rail system to help reduce traffic congestion, improve the environment, and to provide quality alternatives to air and highway travel," Durbin said. "There's simply no substitute for Amtrak." Boaz, Paul 1 p.m.
