Arrangements are pending at Carmody-Flynn Funeral Home, Bloomington. -Av7 By Associated Press Federal matching funds of up to $50 million would be allowed for an Abraham Lincoln presidential li- brary in Springfield under legisla- tion passed by the House on Mon- day.

The bill, authored by Rep. John Shimkus, R-Collinsville, requires that all non-federal funding for the interpretive center on the former president's life at least double the amount of the federal dollars. It also prohibits the use of U.S. taxpayer money to operate the facility once it is built. "We need it to remember the past," Shimkus said in a floor speech urging support for the legis- lation.

"And we need to that Abraham Lincoln was not a God, but he was an average person called upon at a very historical time in our history. We need to focus on the fact that, with all his foibles, he rose to the challenge." The bill was approved on a voice vote. All 19 other members of the 2 Illinois congressional delegation are co-sponsors. A companion measure in the Sen- ate must still be approved. And since this bill only autho- rizes funding, the money must then be appropriated in yearly spending bills approved by Congress.

The state has appropriated $10 I million toward the $115 million cost. of the project, and is expected to ap- prove another $40 million soon, Shimkus said. In addition, the city of Springfield has made $10 million i available through local tax incen- tives.
