Social Security to rise slightly Tornado StOim hit without a warning By The New York Times WASHINGTON Social Security benefits will rise 1.3 percent next year, the government announced Friday. That would be the smallest cost-of-living increase since 1987. More than 44 million Americans receive such benefits. Most are elderly, but about 30 percent are under the age of 65. The increase is small because inflation, as measured by the Consumer Price Index, has been exceptionally low.

The commissioner of Social Security, Kenneth Apfel, said the average monthly Social Security check for retired workers would rise next year by $10, to $780. For an elderly couple, both receiving benefits, the average check will rise by $17, to $1,310. Benefits in a number of other programs are also tied to the Consumer Price Index. The maximum monthly payment for 6.6 million low-income individuals receiving Supplemental Security Income will rise to $500, from $494. In a separate announcement, the Department of Health and Human Services said that the monthly Medicare premium would rise next year to $45.50.

For the last two years, it has been fixed at $43.80. FROM PAGE A1 CORRECTIONS vNumbers Because of a Journal error, Friday's edition incorrectly reported the results of Salina South High School runners Heather Dominguez and Ashleigh Haider- man, who competed in Thursday's 1-70 League cross country meet. Dominguez placed 10th with a time of 13 minutes, 47 seconds. Halderman was 15th in 13:49. Because of a Journal error, the rating for the movie "Practical Magic" was reported incorrectly in Friday's edition.

Reviewer Roger Ebert gives the movie two stars. TODAY'S SCRIPTURE "A foolish man, which built his house upon the sand. Matthew 7:26 storm hit a little before 7:30 p.m., tore the home from its foundation and carried it like a football a half-mile north before dumping it. A pickup truck parked in the driveway was pushed over their storm shelter, and they had to crawl out from under the vehicle. "There is just nothing left" of the double-wide, said Dustin Bemis, a Hays resident who drove through the town a few minutes after the storm hit before trying to find his parents who lived near the area.

"There was stuff strung everywhere. There was trash everywhere, power lines down and little pieces of wood everywhere." Another resident whose only damage was a shingle or two torn from his roof told Bemis that his water came up through his drain just before the storm hit. The driver of a tractor-trailer had minor injuries when his truck was flipped over on Interstate 70 as the twister skipped across the highway north of the elevator before plowing into the town. The storm struck without warning, fooling a radar system that showed a clear screen only an hour before it formed, said Scott Reiter, meteorologist with the National Weather Service in Dodge City. The town was closed off, and Old 40 Highway was shut down near the town because of the gas leaks.

Reports said as many as 20 homes were evacuated. "We can't even get down there at all," said Taylor Bemis, Dustin's father, who lives about a mile west from Yocemento. "We're just sitting here in the dark." Taylor Bemis said he couldn't see the storms but heard the constant popping of thunder as he waited in his house for it to pass. "It just kept rolling all the time," he said..
