charge of any untreated waste into Ohio streams. This is decidedly tougher than the old law which required the Health Department to step in only when there was a nuisance or menace to health. Another new requirement is imposed by the Ohio Valley Sanitation Compact, a "Treaty" of Ohio and the other states that drain to the Ohio River to enforce standards of treatment that will reduce the pollution of the river. About two-thirds of the State of Ohio drains to the Ohio River. But for fair treatment, the minimum standard for towns and industries in Southern Ohio must be required in Northern Ohio, too.

F. H. Waring, chief engineer of the Health Department, reports that the cleanup is underway, with 80 new sewage-treatment plants planned or being built. The total cost of these projects is about $36 millions. "Worst things come first," says Waring.

"Obviously, the whole cleanup program can't start rolling at the same time. Ohio's biggest city on the Ohio River is Cincinnati, and work on sewage treatment there is moving right along." Bruce McDill, Health Department engineer on sewage treatment, has compiled a map showing Ohio's worst spots for stream pollution. (See above). "Black marks on the map are not the only places where there is pollution," McDill stated. d.

"They show spots about which there has been specific complaint." At larger towns the pollution generally comes from dumping raw sewage into streams.
