DOUG NYE Staff Writer CBS affiliate WLTX-19, which had been airing "Voyager" since its inception, decided to drop the show because of the baggage that comes with it. To get the rights to "Voyager," a station must agree to air all of UPN's programming. Fred Steppe, WLTX program director, said it was getting "tougher and tougher" to find spots for UPN's other nine shows. You could hope that a fifth commercial station begins operating in Columbia. That's how folks in other areas of the state are able to see the UPN lineup.
