Moore the only GOP delegate from Southwest Virginiasays he will introduce at least two bills to the assembly. One of the freshman delegate's measures would give the local Board of Supervisors the appoint school board merebers. The other would allow the governing bodies of counties bordering on states that do not have Daylight Saving Time to retain Eastern Standard Time if they so desired. Moore indicated that the Republican delegation would strongly oppose any sales tax measure. One of the most controversial subjects to come before the group will be the implied consent drunk driving law.

A state study commission has recommended stiffening many traffic laws aimed at curbing highway deaths. Gov. Albertis Harrison is backing the proposal on the implied consent. This would require a person suspected of drinking while driving to submit to a test to determine the alcohol content of his blood. There will be many more measures put before the assembly, but all of them are not known at this time.

Gov. Harrison has a big package of legislative study commission recommendations, and which or how many of these he will pick as his official program won't be revealed until he delivers his opening address on Wednesday.
