Retired Clinton businessman Tom E. Addison has bought full-page advertisements in county newspapers urging that, instead of building a new hospital, the county renovate one of the existing facilities and convert the other into a nursing home.

Addison said a new hospital is "not economically feasible" when the existing facilities are considered. "What it boils down to is they are planning on spending $14 million for a 90-bed facility, and they already have an adequate facility (Bailey Memorial) here with 96 beds," he said. "It also has adequate real estate for expansion and is four miles from the center of the county, where they want to build the new one. "For about $4 million, they could make this (a renovated hospital) second to none for a small hospital," he said. "Would you drive four miles to save $10 million?" Addison said it might make even better economic sense to renovate Laurens District and convert Bailey Memorial to a nursing home.

"I don't care which city the hospital is in," he said. Ham said the board considered those options, "but we did not feel that was feasible because of the age of the facilities and because it would leave one community without a hospital." He said building a new hospital, instead of renovating one, ultimately will cost the taxpayers less money. "These buildings, in addition to being small, are faced with problems of age," he said. County Councilman Joe Babb, administrative director for the family practice program at Spartanburg General Hospital, is liaison to the hospital board for council. Babb said building a new facility is "almost a do-or-die situation" for the county.

He characterized operation of the current facilities as being "on the edge. We're trying to do something before they go over." Babb said council unanimously supports the building of a consolidated hospital. "The time is now to move and do something. The situation is just going to deteriorate further," he said. "Competition for patients and physicians is much more keen than it was five years ago." Babb said many county residents go to hospitals in Greenwood, Spartanburg and Greenville for treatment instead of to the local facilities.

He said a new facility not only would help to get back a percentage of patients now going to hospitals out of the county, but "would help to keep the ones we have as well." Babb said the board wants to build a smaller, upgraded facility that would provide more modern services for inpatient care and also provide more outpatient services. Babb said hospital officials talked with two private companies about building and operating a facility and also talked with another hospital about a joint venture.
