typified by pledges of further militancy He blamed the reversal on four factors the devisive influence of the coalfield incentive scheme which gives high bonuses to miners in the most secure coalfields the general economic climate of rising unemployment: media propaganda which he claimed had personalised the issues around himself and the lure of redundancy payments available to older And My Cabinet is something of a curate's egg parts of it disagree with me would not be on Mr Canavan hoyed out of the House by Mr Speaker for abusing Lord Cockfield not long ago was back at the in-suitface Since strike ballots were so wonderful why not have a democratically-elected Cabinet with no non-elected placemen (like Lord Cockfield) And why riot a ballot at Anderson-Strath-clyde where Lord Cockfield has an interest" One has this feeling that if the Speaker could hang Mr Canavan up by his thumbs ten feet off the floor he would be hard at it But with his usual grasp of the possible Mr Thomas confined himself to tolerant end-of-the-week reproof well this side of sending for the strap Improbable disloyalty Mrs Thatcher has had better afternoons Whether there is any truth in the theory goirlg round Labour circles that she is throwing the odd round to Mr Foot in the hope (like Bovril) of building him up who can say? March 14 at 1250 pm Donations if desired to Royal Engineers Association impact of the butchering that will take place will be seen by our members for what it is Mr Scargill said he was convinced that with the advent of a closure programme and the economic crisis the miners would respond to a strike call The union would now conduct an extensive education and training programme Mr Norman Siddall the Coal Board chairman who has consistently denied any plans to butcher pits said the mine-workers had clearly recognised that the industry had problems which had to be dealt with The aim must be to restructure the industry and adapt it to the lower demand for energy in such a way that the longer term future for coal is not damaged and people who are affected are treated decently" Realistic plan Despite the unanimous vote of the executive to call the strike ballot some moderates were critical of Mr Scargill's handling of the campaign Mr Boy Link a full-time official in Nottinghamshire advised him to stop dabbling in politics and listen to the ordinary members" Mr Joe McKie chairman of the Midlands Council said the lesson had to be learned that no union leader could raise his hand and expect the men to follow at all times" But Mr Scargill was defended by Mr Des Dutfield vice-president of the South Wales area and lodge official at Lewis Methyr colliery who said: He is getting a lot of personal blame which is inaccurate and a total red herring He has only been doing his job" The 539 miners at the threatened pit now due to close bv July have all been offered alternative jobs at other collieries with transfer allowances of up to £1550 and travelling expenses There were reports yesterday that a detailed report by the Monopolies Commission on the efficiency of the Coal Board due to be published next month will be used bv the Government as the basis of a more realistic plan for the coal industry This would follow the appointment of Mr MacGregor as Coal Board chairman and centre around concentrating coal output on a number of modern super-pits But bv contrast with the existing Plan for Coal agreed with the NUM and the Coal Board in the 1970s the envisaged expansion of output to 170 million tonnes by the end of the centurv would be drastically cut back A figure below 120 million tonnes is now felt to be more realistic How areas voted PH) Parliament PI 1 1983 of Jan policy line that we have taken over this ballot There is no way in which we could have acted differently You must be in cloud cuckoo land if you believe I am going to be knocked sideways by this result" Mr Scargill admitted that he was bitterly disappointed and that the ballot was in his view a setback for the union We recognise that a setback has taken place But I never recognise any setback as conclusive or permanent The Coal Board and the Government will be ill-advised to recognise this setback as conclusive It will not deter us" No green light He felt sure that the Coal Board and the Government would see the ballot outcome as a green light for closures But they would be wrong "There is no possibility of my changing my principles I will not prostitute my principles for anyone To lose a ballot does not mean the issue is wrong If simply means that our members have not been prepared to back industrial action this time" Despite an overall result which is a carbon copy of voting in the November ballot Mr Scargill was clearly warning that he was prepared to lead his men to the barricades yet again if the Coal Board pressed ahead with closures of uneconomic pits Thp leadership is looking ahead" said Mr Scargill And I believe that in the not-too-distant future the ME4 4HG Inquiries Service 01-937 0372 DRON FIELD On DRONI 1FLD MA John March 8 OBF IP ane ot South Downs As the High Court hearing was taking place 24 protestors were arrested and one injured in peace demonstrations at Upper Heyford American Air Base Two men scaled the base fence and climbed a 60ft cooling tower but the Ministry of Defence police brought them down by crane As he was being lowered one of the men Mr Fred McLennon fell 50ft breaking an arm Neither man was charged The High Court ruling was made in private but the women quoted the judge as saying his intention was not to silence voices" He told them they could speak out as long as they wished wherever they wished as long as it was within the law" Mr Justice Croom-Johnson was also reported to have said that the case was obviously political and highly charged" As a judge he had taken an oath to apply the law strictly and honestly" He was also quoted as saying that he had to consider the case simply on the law involved and was unable to make a judgment on the political objections raised Several of the women were clearlv upset by the decision and some were in tears One Wendy Franklin said: It has been a devastating experience" All vowed to return to the base as soon as possible and at just after 8 pm last night several were greeted with kisses and embraces from their friends at Greenham Common Late into the night thev sang songs drank tea and warmed themselves around camp fires Earlier as on the previous day the women danced and sang in a condor of the court When the judge refused to open the hearing to Press and public all but 1 marched out to declare that freedom of speech was being stifled One of the defendants Marion Allinson said the judge was imposing a political gag" Others alleged that he had agreed the case was in the public interest The judge ordered that the council's costs of £1000 be paid by the women However several said they had no intention of footing the bill Camp moves P19 More precisely he has had rather more of Mr Prior's com- i bination of non-operative assem- TARGET By Our Air Correspondent British Airways would miss its end-March target of cutting staff from 58000 to 35000 but Mr Colin Marshall the airline's new chief executive said in London last night that the numbers would be down to 37500 by the month end The airline would try to shed a further 2500 jobs by December but priority would be given to improving morale securing more business and raising the yield All services were being reviewed particularly the Shuttle to Glasgow was transmitting is true it gives spying a new dimension which could be one reason whv the recently-reshuffled KGB broke the news of its triumph But Western diplomats were still mystified by the affair and the speed with which it was revealed by Moscow Some suspected that Moscow and Washington were in the throes of a new spy war They said that the last few months had produced an unprecedented number of expulsions of Soviet diplomats and businessmen working in Western Europe And one highly unusual case of a senior South African naval officer and his wife being detained in Cape Town for alleged spy activities It was recalled that in January Britain expelled Vladimir Chernov a translator at the London-based International Wheat Organisation Two weeks later Belgian security agents arrested a Soviet sales manager as he was being handed secret information and he was discreetly expelled In February the Dutch Government expelled Alexander Konoval a third secretary at the Soviet Embassy in The Hague and Italy arrested two Soviet citizens on spy charges They are still being held Diplomats strongly believe the cases were linked possibly because of an important but so far unrevealed Soviet defection working under cover at the Embassy American diplomats predictably refused to discuss the charges But they confirmed the expulsion order against Mr Osborn and said he was packing with his wile Man and will be leaving for home" Mr Osborn was officially described as working in the Embassy's economic section He had been in Moscow only seven months Western scientific attaches professed to have no knowledge of the American communication satellite mentioned by the KGB and were unable to discuss whether Mr Osborn could have communicated with it with the aid of a portable transmitter But tha B's action shook Moscow's diplomatic community Despite tense relations between the Soviet Union and the United States the Bussians have not expelled an American diplomat since 1977 That expulsion was said to have involved a woman CIA agent Martha Peterson who was caught clearing dead letter boxes" the hiding places for espionage material Mr Osborn's operation was apparently on a much more sophisticated level If the KGB claim to have captured Mr Osborne while he i-1 i i vi i a iiiuu erate
