Stocks declined fractions to more than a point today as some trad ers sold on what they regarded as prospects for an early peace while others lightened their positions on Washington warnings against un warranted optimism on minor Al lied successes Tested corporate bonds finished irregularly lower oreign dollar funds were irregular and governments somewhat easier Commodities were narrow mov ers Announcement of a $1475 ceiling price for hogs brought little response in Chicago where live hogs sold at a top of $1390 a hundredweight an Grains were narrowly irregular and cotton and wool tops Sicily Campaign altering Offensive on Eastern ront By LOUIS KEEMLE United Press War Analyst The campaign in Sicily and the faltering German offensive on the Russian front are twin tests of Ger war strength as of July 1943 i Definite conclusions cannot be drawn yet but in one case striking power is on trial and in the other his defensive ability Both are making a poor showing There was every reason for Hit ler to make the utmost defense of Sicily and he had plenty of advance notice to prepare for it Yet the fall of Sicily seems as probable as any thing can be in the uncertain for tunes of war Hard to Supply The Allies have already isolated the island for all practical pur poses by their complete mastery of the sea and air No matter how stout the resistance the Axis forces may put up in the central and western portions of the island they are blocked from reinforcement or supply as their capitulation seems a mathematical certainty The loss of Sicily however would by no means signify the end of Hit defensive power He apparent ly had risked neither the land or air power necessary to hold the island because he is hoarding them for the vital defense of the inner fortress of Europe after Sicily has fallen and the Allies advance into the mainland of Europe through southern Italy Reserve Power main defense power thus is reserved for western and eastern Europe and the Balkans Sicily is not a decisive proving ground but merely a sign of weakening ability to hold everywhere on his extended front or series of fronts The Russian campaign however may yet furnish conclusive proof of loss of striking power The apparent failure of the Orel Bel gorod offensive if it is not followed by more powerful blows elsewhere on the long Russian front will mean Hitler is no longer capable of main taining a real offensive The natural result would be a Russian counter offensive which might strain power to the breaking point when combined with an all out Allied blow in the west Mix up in Babies Charged as Parents Sue Hospital for $500000 Damages LOS ANGELES July 20 A mixup of babies in which they received the wrong one was charged today by Mr and Mrs Harry James Hardwig in a $500000 damage suit against South Hoover Hospital When Mrs Hardwig left the hospital July 3 shg was given a gix'l instead of the boy that was Gas Ration Plan May Be Equalized WASHINGTON July 20 Petroleum Administrator Harold Ickes said tonight he will rec ommend an equalized gasoline Ra tioning program under which east ern states probably will receive somewhat more motor fuel while the midwest and southwest get less He emphasized that he did not believe the program would make much more gasoline available for non essential driving but his statement did not preclude lifting of the east coast pleasure driving ban' 1 TURKEY PROTESTS ANKARA July 20 The Turkish office today sent a note of protest to the Italian government over the sinking of the Turkish motorship Shishman by an Italian submarine born June 27 the complaint saidHardwig a wholesale liquor dealer said he was told by doctors and nurses immediately after the birth that he had a new son and that later he was advised that the child should be circumcised He agreed to this and even paid the hospital fee for the operation the complaint said Arriving home from the hospi tal Mrs Harwig discovered that she had
