Clemson Pondering Appeal Of Ruling By HERMAN HELMS Executive Sports Editor Clemson University is in the process of determining whether to appeal a ruling by the NCAA which reportedly would place the Tigers on two-year probation for recruting violations in basketball. Clemson announced last Wednesday that it had received a letter from the NCAA presumably stating a ruling by the NCAA's infractions committee on the case. However, at that time Clemson president Robert C. Edwards said that the University would make no statement pending a study of the contents of the letter. The Greenville Piedmont, in its Tuesday afternoon editions, said that the NCAA had found Clemson guilty of illegal basketball recruiting practices and that the school had been placed on two-year probation.

The Piedmont said it learned of the NCAA action from "informed sources." One of the sources apparently is former Clemson basketball player Jo Jo Bethea. Bethea, who has completed his eligibility with the basketball program, was apparently involved in the investigation according to the Piedmont. The Piedmont said Bethea, who went out for the Clemson football team this season but recently left to join the rookie camp of the American Basketball Assocation's Virginia Squires, said he left Clemson because football coach Red Parker told him the NCAA "had something against me." The NCAA has been investigating the Clemson athletic program for over a year. It is believed that any penalty against the school will apply only to the basketball program. Gamecocks, Navy Share 20th In UPI Grid Poll The University of South Carolina football team, upset winner over Georgia Tech and Duke in its first two outings under new coach Jim Carlen, pulled another surprise Tuesday by edging into United Press International's rating of the nation's top 20 squads. The Gamecocks polled one vote from UPI's Board of Coaches to tie Navy for the 20th spot. South Carolina was not listed, however, among From Wire Reports As expected, powerful homa dominated the balloting to remain top-ranked in both polls as the two rating tems agreed on the first six selections. Tigers Looking Ahead To Tech CLEMSON Red Parker told his weekly press conference Tuesday that he had an indication of things to come Saturday night from a pretty reliable source. "Because when you are running the ball that well and that much you are keeping the ball away from your opponent as well. "And after thinking about their running attack so much, you might be lulled into saying that they are not a passing team and this is just not the case," continued Parker. "For in each of their first two games they have completed a pass for a touchdown. They lull you to sleep with nine running plays in a row and draw you in and then throw the ball for 35 yards." Parker said he would not change his attack, but "this type of offense causes you to be more cautious when you have the ball and try real hard to get something because you might not get it again for a while. "There is no doubt about it, they have a good football team," Parker said.

But they will do so without an official recommendation of the union leadership, which reportedly voted unanimously to reject the proposal. The union said a simple majority of those players voting is needed to approve the contract. No exact figure of the union's membership was immediately available but a union spokesman said it was about 950.

Negotiations broke off Tuesday afternoon after two days of talks failed to resolve widespread differences over non economic issues such as the controversial Rozelle Rule. The NFL Management Council, bargaining agent for the owners, made its latest offer to the union here Monday as the result of an agreement reached last week which ended a brief players' strike by five clubs. In all cases where the NCAA infractions commmithands down a ruling against a school, the school is granted a 15-day period in which to decide if it wishes to appeal.

Clemson is now involved in that period of deliberation. The appeal time is based on when Clemson received the ruling. In the event Clemson appeals, the case will go to the NCAA Council at its scheduled meeting Oct. 8. A final decision in the case will be rendered at that time.

It is believed that one point the infraction committee's ruling is still being contested Clemson and this is causing the delay in a final judgment the case.
