(AP) of Steve Foley to his brother field Saturday in a last-minute eamed the Green Wave a Mike leaped high in the air and made a fingertip catch of a pass from his brother in the far corner of the Duke end zone with nine seconds left to play to give Tulane its fourth win, in as many games.

the final Tulane drive, started with less than two minutes left, the Foley- toFoley combination clicked four consecutive times for the 18th ranked Green Wave and picked up all but four of the 56 yards covered in the march. Earlier in the game it had appeared that Tulane would need no last second heroics to hand Duke its fourth loss of the season against one victory. The Blue Devils, who were impotent and error-prone in the first half, turned the ball over to Tulane twice. Both fumbles were converted into scores. The first miscue was a bobbled exchange between quarterback Mark Johnson and Fullback Mike Baumgardner which tackle Charles Hall at Duke's 15.

Four plays later, Foley rolled around his left end for the touchdown. In the second period substitute quarterback Hal Spears fumbled a snap from center on the Duke 30. Tulane inserted sophomore Terry Looney at quarterback and he immediately passed 30 yards to flanker Jaime Garza in the end zone to make it 14-0. Duke's only aggressive gesture of the first half was an 85-yard scoring punt return by sophomore safety Troy Slade. Slade broke free over the middle, cut right and outraced everybody to the goal line.

But in the second half, Duke got its offense in gear. The Blue Devils, on their first possession, marched 66 yards in 13 crunching running plays. Two of them were fourth-down situations and each time Spears handed to Baumgardner to keep the drive alive. Larry Martinez scored the touchdown on a two-yard plunge over right guard. After a fired up Duke defense held a Tulane on downs, the Blue Devils took over the lead.

Aided by a 15-yard penalty for piling on against Tulane, they marched to the Green Wave 13 before being thrown back. David Malechek then kicked a 34-yard field goal to make it 17-14. Tulane began to open up its offense and Foley's passes carried them far enough for Dav- The passing combination Mike carried Tulane downtouchdown drive that 24-17 victory over Duke. id Falgoust to tie the score with a 37-yard field goal. (AP) Unbeaten Penn State explosed for four quick touchdowns, half, midway one on a through 66-yard the pass play and two on runs by reserve fullback Tom Donchez, and rolled to a 54-3 victory Saturday over winless A Army. It was the fifth consecutive triumph for the Nittany Lions, the nation's seventh-ranked college football team, while Army suffered its fourth setback in a row. Although Penn State had the ball for only five minutes of the opening quarter, the Lions built a 19-0 lead after scoring their second and third touchdowns 13 seconds apart thanks to an interception.

Bob Nagle's nine yard burst up the middle with minutes gone capped a 57-yard drive in six plays and gave Penn State a 6-0 lead. On their next two possessions, the Lions needed only one play to score each time. The first, following an Army punt, came on a pass from Tom Shuman to track sprinter Jimmy Scott, who caught the ball at the Army 40 with no defender near him and scored easily. Penn State got the ball right back when Ed O'Neil intercepted Kingsley Fink's pass at the Army 31. O'Neil fumbled but teammate Buddy Ellis recovered at the 29.

Donchez then poured through the line, cut left sideline and scored untouched. The lead grew to 26-0 early in the second period. From the State 41, Walt Addie gained 18 yards on a draw and Shuman tossed a screen pass to Dan Natale, who carried to the Army 2. Donchez barreled twice up the middle, gaining a yard each time.
