To U.S. Treasury Silver Sales By FRANK CORMIER WASHINGTON -The silver certificate, a familiar item of currency since 1878, will disappear from circulation if Congress approves President Kennedy's new silver policy. All $1 and $2 bills are silver certificates, as are some $5 and $10 bills. All of these would be discarded during the next 25 or 30 years, to be replaced by Federal Reserve notes which are backed by gold. While Congress would have to approve this part of the Kennedy plan, the President ordered Tues.

day an immediate end to Treasury sales of silver at artificially low prices. This will lead at once to an increase in the market price of silver, which perhaps will rise from the old pegged rate of 91.5 cents an ounce to $1 or more. As a side result, manufacturers are likely to increase prices on jewelry, silverware, photographic film IN. C. Judge Tosses Out Rabbit Case STATESVILLE, N.

C. (UPI) The case of the sticks-and-stones rabbit hunt was tossed out of court Tuesday after a judge ruled there was insufficient evidence that the annual affair is barbaric. Superior Court Judge Walter Crissman non-suited the case on a motion by attorneys for the North Iredell County American Legion Post 113, sponsor of the gunless hunt. The Mecklenburg County Humane Society had attempted to prove the hunt was barbaric because rabbits were clubbed and stoned to death. Attorneys for the post told the court the "sole purpose of killing the rabbits was for food" for a barbecue.

In effect, the President wants to end silver's status as an important monetary metal and make it a freely traded commodity, like copper or soybeans. The program, drafted at the Treasury, also would end the recurrent and often bitter political battles over silver. The metal would have no more political- appeal, under the new plan, than any other mining product.

Kennedy's decision stemmed from a steady decline in the Treasury's supply of "free silver" not needed for currency backing. This supply dropped from 123.5 million ounces on Jan. 1 to 22 million ounces as of Monday night. The stockpile of free silver has declined because of purchases by silver users at Treasury's sales price of 91.5 cents an ounce and because of silver withdrawn for use in coins. Kennedy directed the Treasury to stop using the stockpile as a source of supply for coinmaking.

He said that henceforth silver needed by the mints should be withdrawn from monetary reserves, with an equivalent amount of silver certificates pulled out of circulation at the same time. LEXINGTON, Tenn. (UPI) Two persons were killed and four others injured in a three collision half a mile from the city limits Tuesday night. Harry Eugene King, about 31, of Parsons, was killed outright and Robert Perry, 20, of Lexington, died shortly afterward at the hospital here. Injured were Don Bedwell, Odis P.

Maness and Mr. and Mrs. T. H. Walker, all of Lexington.

Officers said the car in which Perry, Bedwell and Maness were riding tried to pass the Walker car and rammed head on into King's automobile. The Walker car then plowed into the two automobiles. In a speech broadcast by Radio Havana, Castro declared that the conflict between his revolutionary regime and its foes is a "fight to the death." The bearded Cuban's fury was aroused by the reported lynching of a 16-year-old literacy teacher in Las Villas province. He said young Manuel Ascunce Domenech was hanged by unidentified men who apparently set out to kill a farmer named Pedro Lantigua Ortega, described by Castro as "a militiaman and a militant revolutionary." He said the lynchers appeared at Lantigua's farm and called him out. When Ascunce accompanied him, Castro said, the killers hanged both. "To such an enemy, we must show the iron fist the revolution," the premier said. "Against counter-revolutionary terror, we are ready if need be to apply revolutionary "We are going to ask the cabi-17 net to inflict capital punishment inexorably on everyone captured in arms against the so long as the threat of imperialist aggression "It will be a simple, rapid proceeding, to the end that the sentences shall be carried out within 48 hours," Castro added.

Vanderbilt Coach Art Guepe was hanged in effigy and a ricade was set afire at a intersection following Vandy's loss to Tulane last week. Police were sent to the campus to disperse the crowd of about 100 students. Officers said they were bombarded with water bombs from dormitory windows. Arrested were Sam Houston Camp, 20, Edward Falex Alexander 18, Earl Combest, 19, and Larry Banks 22.
