Hamlett-Dobson Funeral Mission Continued Costs By DANIEL RAPOPORT WASHINGTON (UPI) President Nixon today laid out a $569 million battle plan for the first year of his war against air and water pollution Following up on his State of the Union pledge the President characterized his anti-pollution proposals among the most important new initiatives of his fiscal 1971 budget Democrats were sure to label them too small In the budget the President explained the $10 billion represents federal state and local funds combined The national government would put up $4 billion with the Federal outlays i ng stretched out over a 9-year period In other words the last communities to participate would get their first federal funds in the fifth year of the program The actual amount to be spend during the fiscal year starting July 1 under the Presidents new program would be $40 million Added to this would be $423 million under the existing program which Nixon wants to replace with federal matching grants to communities for construction of waste treatment plants To attack the smog settling over Americas cities Nixon proposed spending $104 million next year to help states set and enforce clean air standards for research into $50 Million Asked To fj 4- JlJ 7 '--i- 2 -W v- FOR ACHIEVEMENT Staff Sgt William Hale (left) US Army received the Certificate of Achievement from Col Richard Krueger increased user charges including higher taxes on truck and private aircraft fuel and airline tickets $100' million in higher railroad retirement revenues The President also ordered the Treasury to take administrative action to speed up the collection of excise taxes and income taxes withheld bv employers This will produce a one-time windfall of $12 billion money that ordinarily would be collected in the following year Included in programs listed for termination were the special milk program annual grants to land grant collees supDort for the nuclear freighter Savannah and hospital construction grants Nixon said restructuring of aid to federally impacted school districts would save $196 million in fiscal 1970 and $400 million in the coming year Nixon budgeted $500 million as start-up costs for his $45 billion- a-year family assistance plan to guarantee at least $1600 a year for every family of four There were comparatively few new programs in the budeet The need to choose among alternative uses of our resources is a basic fact of budgetary life Nixon said In the past few years too many hard choices were avoided Inflation was permitted to steal the purchasing power from
