Contributions are preferred to the American Lung Association of the Central Coast, 200 E. Franklin St. Suite 220, Monterey, 93940. Jose Mendonca Services will be private for Jose Mendonca, who died Saturday in Santa Cruz after a short illness. He was 67.

A native of Isla Flores, Azores, he attended Holy Cross Roman Catholic Church in Santa Cruz. He retired from UC Santa Cruz after working there 19 years. He enjoyed fishing and will be missed by his many buddies at the pier. He is survived by his wife, Jose-phina Mendonca of Santa Cruz; a son, Jose D. Mendonca of Santa Cruz; a daughter, Maria Mendonca of El Paso; a brother, Antonio Mendonca of Ontario, Canada; and a sister, Isabel Freitas of Azores.

Private burial services will be Thursday at Holy Cross Cemetery. Robert Longley Sr. Services will be private for Robert Wilson Longley who died Sunday in his Santa Cruz home. He was 61. A native of Pennsylvania, Mr.

Longley worked as a credit manager at Pacific Gas Electric Co. for more than 38 years. After retiring from he went to work at the San Lorenzo Lumber Co. in Santa Cruz. Mr.

Longley was a veteran of the U.S. Air Force. He is survived by his wife, Danielle Longley of Santa Cruz; his sons, Jim, Terry, Joe, and Robert Longley, all of Santa Cruz; his daughters, Donna and Deanna Longley, both of Santa Cruz; his stepchildren, Robert and Santina Guzman of Santa Cruz; his brothers, Norm Longley of San Jose and Bill Longley of Washington; and three grandchildren. Services will be private under the direction of Santa Cruz Memorial Chapel and Funeral Home. Ruby R.

Werning Services will be today for Ruby Runyon Werning, who died Monday at a local convalescent hospital after a long illness. She was 91. A native of Sanderson, Texas, she moved to Watsonville in 1942. For 22 years, she was a line worker for Russo and Sterlings Packing Co. She retired in 1965.

She is survived by two sons, Chuck Runyon of Watsonville and Robert Runyon of Utah; four daughters, Lillian Fort of Watsonville, Frances Snow of Watsonville, Evelyn Rail of Modesto and Esther Lackey of Utah; 30 grandchildren, and 49 great-grandchildren, and 10 great-great-grandchildren. She was preceded in death by her husband, Bill Werning, in 1969; and her son, James Beasley, in 1992. Services will be at 1 p.m. today at Mehl's Colonial Chapel, 222 E. Lake Watsonville, with Rev.

Dan Angove of the First Baptist Church of Watsonville officiating. Burial will follow at the Pioneer Cemetery. Friends may call at Mehl's after 9 a.m. today. Luther Hughes Services will be scheduled later for Luther "Shorty" Hughes, who died Sunday in Santa Cruz.

He was 90. A native of Canada, he was raised in Corning and San Jose. He attended San Jose High School. A retired basketball and football referee, he was employed at the old Gordon's Sport Shop near San Jose State University, where he got to know many of the university stii" dents. He moved to Santa Cruz in 1973.

He is survived by two daughters, Carol Zwetzig of Los Gatos, and Beverly Oldfield of Redwood City; a sister, Winifred Polikowsky of Edmonds, two grandchil-: dren; and numerous nieces and nephews. His wife of 58 years, Ruth Hughes, preceded him in death. Norman's Family Chapel, 3620 Soquel Drive, Soquel, is in charge of arrangements. Contributions to, a favorite charity are preferred. Later, he expanded to grow peaches, plumbs and other orchard crops. Mr. Teixeira retired to the Santa Cruz area in 1980. He was a member of the Fresno Host Lions Club and was an avid hunter, golfer and outdoorsman. Mr.

Teixeira is survived by his wife of 54 years, Mamie Teixeira of Capitola; a daughter, Jane DeVour of Fountain Valley; a son, Fred Teixeira of Fresno; a brother, Tony Teixeira of Morro Bay; two sisters, Marie Smith of Sacramento and Salley Kenney of Santa Cruz; three grandchildren; and one greatgrandchild. A Mass will be celebrated Friday at St. John's Cathedral in Fresno. Entombment will follow at Holy Cross Cemetery in Fresno. Friends in the Santa Cruz area may call from noon until 5 p.m.

Thursday at Norman's Family Chapel, 3620 Soquel Drive, Soquel. Friends in the Fresno area may call at St. John's Cathedral on Friday from noon until 5 p.m. Robert M. Gil A memorial service will be Friday for Robert Michael Gil, who died Sunday after a brief illness.

He was 41. Mr. Gil was reared in Watsonville and lived there for 35 years before moving to Morgan Hill and later to San Jose. Mr. Gil graduated from Watsonville High School and was fond of hunting, fishing, motorcycle racing and football.

He worked as a truck driver. Mr. Gil is survived by his wife, Monica Gil of San Jose; three sons: Bobby, Cody and Ricky Gil, all of San Jose; three daughters, Lori Platero, Sheila Gil and Courtney Gil, all of San Jose; his parents, Richard and Pilar Gil of Watsonville; his grandparents, Marcos and Tomasa Gil of Watsonville; four brothers: Richard Gil, Marcus Gil, John Gil, all of Watsonville, and Jesse Gil of Gilroy; three sisters: Cindy Rodriguez of Texas, Sylvia Martinez of San Jose, and Linda Gil of Tracy; one grandchild; and several nieces, nephews, aunts and uncles. A memorial service will be at 7 p.m. Friday at Mehl's Colonial Chapel, 222 E.

Anna Glage Services will be private for Anna Glage, who died Monday after a short illness. She was 87. A native of Oleta, she was an aide in nursing and convalescent homes and did home nursing for more than 20 years. Jesse Gilbertson Services will be private for Jesse Gilbertson, who died Sunday in Capitola after a long illness. He was 83.

A native of Casselton, N.D., Mr. Gilbertson had lived in Santa Cruz for 25 years. He was a veteran of World War II, where he took part in the Leyte invasion in the Philippines. After the war, he worked as a steam engineer for many years. Mr.

Gilbertson enjoyed deep-sea fishing and deer hunting. He is survived by his sister, Margaret McDonald of Santa Cruz; his brother, Theodore Gilbertson of Minneapolis; his nephew, Douglas Carrigen of Santa Clara; and two nieces, Sherry Eiselen of Los Gatos and Donna Miller of Tracy. Raymond Rasmussen Private services will be Saturday for Boulder Creek resident Raymond Archie Rasmussen, who died Oct. 18 after a long illness. He was 75.

A native of Stockton, Mr. Rasmussen was a longtime resident of Santa Cruz and Boulder Creek. He was a decorated U.S. Army veteran of World War II, serving in the Aleutian Islands and in Europe. He was a 33rd degree Mason with membership in Santa Cruz Lodge No.

38. In 1960, Mr. Rasmussen and his wife Jerry started a metal treatment business on Western Drive in Santa Cruz. Their business, Precision Plating, was there six years before it moved to Los Gatos, where it was called Pacific Aerospace. He is survived by his wife of 50 years, Opal "Jerry" Rasmussen of Boulder Creek; his sisters, Jean Adamson of Fremont and Mildred Capri of San Diego; and many nieces and nephews.

Mr. Rasmussen was preceded in death by his parents, Arthur and Winifred Stagnaro of Boulder Creek. Services were in North Carolina and a private memorial will be Saturday in Boulder Creek. Teixeira, who died Sunday in Santa Cruz after a long illness. He was 76. Mr. Teixeira was born and raised in the Central Valley city of Sanger, where he worked on his family's dairy as a youth, beginning a career in agriculture and ranching that spanned more than 60 years. Herman J. Theroff. Age 79. Survived by his wife, Paula Theroff of Aptos; his children, Kent and Marie Theroff of Anaheim, Jack and Pat Theroff of Santa Clar-ita, Karen Bouvier of Hesperla, and Barbara Dean of Bakersfield; his sister, Julia Nahring of Kalispell, Montana and numerous nieces, nephews, and grandchildren. Mr.

Theroff came to California from Missouri with his family at the age of 5. He was a member of the first graduating class of Beverly Hills High. Mr. Theroff was a self-made businessman who believed in honesty, hard work and treating people with respect. He began his professional career In the early 1950's as a partner in an automobile dealership in Honolulu.

Upon returning to the mainland, Mr. Theroff purchased his first automobile agency In Tulare. He expanded the operation and eventually relocated to Fresno. He later added agencies in San Francisco and Stockton. His Fresno GM dealership became a mainstay of the downtown area.

He served as chairman of many service and professional organizations and, throughout his career, managed to indulge his love of worldwide travel. In the late 60's, he retired from the automobile business and came to the Santa Cruz area. He and longtime friend and partner, Leonard Massed established Properties and constructed many custom homes in the area. He Is Is well-remembered by friends, associates and family as a spirited, funny, gentle and wise man. Memorial Services will be held on November 13, 1994 at 11:00 a.m.

Melvin F. Arnott. Survived by his wife of 47 years, Nel Arnott of Santa Cruz; a daughter, Kathy Dray of San Rafael; 4 sons, Charles Arnott, George Arnott and Peter Arnott, all of Santa Cruz, and Melvin Arnott, Jr. of Felton; 2 sisters, Mariorie Carmichael and Hazel Williams of Canada; 12 grandchildren, 3 great-grandchildren, and many dear friends. A native of Witby, Ontario, Canada.

Age 88. In his younger years, Mr. Arnott was a member of the Irish Regiment. He later traveled extensively around the U.S. settling first in the Los Angeles area.

He came to the Bay Area at the end of the war, after serving In the National Guard, and began his life-long career In the furniture business as an interior decorator, store manager, and sales representative. In 1963 he moved his family to Santa Cruz and worked as a department manager at Leasks Department Store and Habers Furniture, then retired after 10 years as a factory representative. Mr. Arnott was a past member of the Surf City Kiwanls and the Sirs (Seniors In Retirement). He was an avid fisherman and gamesman and an ardent sports fan.

He especially liked Ice hockey which he had played in Canada. In his later years, Mr. Arnott loved the ocean, visiting the Sierra Mountains, and devoting time to his grandchildren. Services will be held Sunday, November 13, 1994 at 2:00 p.m. at Norman's Family Chapel, 3620 Soquel Soquel, CA.

But voters in a Florida county passed a measure to undo gay rights protection. Virtually identical, Oregon's Measure 13 and Idaho's Proposition 1 would bar state and local governments from enacting laws that shield gays from discrimination. They also would outlaw programs in public institutions, such as schools, that suggest homosexuality is acceptable. And they would require libraries to keep books on homosexuality away from minors. With only a few returns tallied in each state, the Idaho measure was opposed by 52 percent of voters, the Oregon measure by 54 percent.

Oregon's measure would eradicate local gay rights ordinances in Portland, Corvallis, Ashland and Eugene and undo a 1993 state law that bars local anti-gay rights ordinances. The Oregon measure grew out of a failed 1992 proposal to brand homosexuals "abnormal and perverse" in the state constitution. The Florida measure on the ballot in Alachua county, home of the University of Florida at Gainesville repeals existing gay rights protection. It was favored by 57 percent of voters. A gay rights group said it would file a lawsuit challenging the Florida action.

"The measure passed in Florida is clearly unconstitutional," said Denny Lee, spokesman for the In Howe Custom Window Decor! Lambda Legal Defense and Education Fund, a national gay rights group based in New York City. "We're disappointed the voters didn't listen to the courts that have struck these measures down." The three anti-gay measures represented a backlash against efforts to expand gay rights. The backlash might have been much larger, with similar measures proposed in seven other states. But hard work by gay-rights activists kept those measures off the ballots. Eight states protect gays from bias in housing or employment.

Eighteen others have executive orders that ban discrimination in public employment. Some gay-rights advocates and civil-rights organizations saw the measures as part of a broader effort by conservatives to exploit religious beliefs to raise money and expand their political power.
