ireman John Allen charged with conduct unbecoming a fire man Members of the board said they did not know when they will reach a decision Sergt Stoddard was the principal wit ness against the patrolmen City' Attor ney Barrett prosecuted the cases and Ira Holnifs defended the three men Stoddard said that on July 2 he saw the patrolmen enter three saloons He said they remained in one saloon for al borrowers and go to the more populous and wealthier centers now' system then is designed to meet such territorial needs in an amer goncy by an automatic shift of money to points within a regional territory or between the various regional districts in a way that will cause least disturbance to the constant level of national currency required for daily transactions The ob ject also is to accomplish such a transfer of funds at the least cost rind under a plan that will retire the added volume of money from the channels of commerce when the purpose for which it was intro duced has been satisfied No Modifications of Credit "With respect to the granting of credits under the new system it Is to be assumed that there will be no important modifica tion of present practices There must be the same studious supervision of credits both at the points of origin and at the regional centers that has characterized careful banking management heretofore If it should happen in any locality that there is an effort on the part of either borrower or banker to credit and the circumstance is detected at the re gional center as it will be without ques tion a repetition of such act will make the paper of such borrower or the securi ties of such banker the subject of special scrutiny thereafter And judgment will Te bnsed upon the general conduct of a banking business not less than upon specific Instances of paper offered for ne gotiation or discount has undergone no change in Indianapolis There is an ample supply of money in the banks of the city for the needs lie in dependent territory Indianapolis has been fortu nately circumstanced in being continu ously a point of supply for its state and parts of adjacent states and it has met al norma demands upon it without hesi latlon and without straining its resources This city is one nf the centers that has found no urgent requirement for a re gional system in the ordinary processes of trade building up of reserves in antici pation of the new law has been nothing more than prudent management The largest problematical effect ot the new system is in the transfers of reserves or of neighboring banks deposits Chicago banks have been soliciting deposits from banks in the Indianapolis territory on the i theory that their position in a regional citv will facilitate the small busi ness It remains to he seen then what volume of money in the contiguous ter ritory is removed from this city when the new law becomes operative "Business affinity may counteract any transfer of local banks funds One may suppose that a city transacting the bulk of its trade with Indianapolis will carry its balances here preference to a re gional center with which its business ties are not intimate The law specifies reserve deposits from each member bank in the regional bank variable at the dii rretion and order of the governing board Unit apart from these compulsory reserves in the regional banks the question of continuing to keep balances elsewhere will be determined we may conclude by major trade currents between cuties Much has been said about taking financial con trol of the country awav from New A ork city but the fact remains that the con centration of business in that metropolis and the citvs position as an international gateway will require uninterrupted reciprocal relations between it and other parts of the country as a matter of busi ness convenience must we overlook the possible re adjustments of reciprocal banking ar rangements between distant cities as a result ot the regional system It is more than likely that hanks Indianapolis which have been accustomed to carry balances at remote points outside the radius of the active trade influence will withdraw that Tioney from those re mote places The primary cause main taining such distant deposits has been to secure the advantage of business accru ing from exhange and collections But if this incidental business goes through the regional city then the distant deposits will be valueless as sources of income conditions hereafter not less than heretofore wHI be governed by fa cility and adaptability by the natural affinities that have been established be tween smaller cities and territorial cen ters and by the convenience and expe dition with which the business of bank ing can be carried on of reserves under the new law are all uroblema icaJ dependent upon what the tributary banks of any geographical center find most ad visable for their future Invoking Aid of New Law may have no apparent need for availing itself of the regional hank's but it is not impossi i ble as the system is evolved that the banks here by imperceptible variations in the volumes of their loans in antieipa I tion of the period of strongest drain in the crop moving season each fall will come to depend for a short time prob ably not more than sixty days nn the i regional bank This is a matter of future adjustment attitude of bankers toward the I new currency act is one of conservatism i favorable expectancy and a desire to ac complish the transition to the regional I basis with the least possible jar Spvu latlon on what is going to happen with respect to credit or the Volume of busi ness that will center here is idle It well to anticipate and be prepared for possible readjustments of balances that other banks carry now in Indianapolis and that is being done without any re striations on normal credit demand In rally Money is so plentiful here that some banks are taking accounts origi nating in other cities tn provide an out let and a small earning capacity for idle funds We would much prefer to get these accounts at homo if they wre offered "Indianapolis has enjoyed in a peculiar sense a spirit of fraternity and intimacy between its hanks and its people Banks are dependent fur the measure of their success and for their value to the coni I munity upon the continuation of this con lidence Banks do not make business I conditions They reflect them They al ways seek 1 lie sympathetic co operation of the communities in which they are placed never forgetting that a pruden tial management and a wise safeguarding of the resources intrusted to them neither illiberal on the one ha ml nor un wisely free on the other make for solid ity in every part of the community "inally I can not see that the new currency law will work any appreciable modifications of the principles of wise credit extension The operation of the new system when Its first effects arc seen and appraised by bankers will tend to settle some uncertainty that
