Ball traded polite diplomacy for bareknuckle politics today and, as Hubert Humphrey's foreign affairs adviser, charged that Richard M. Nixon would probably escalate the Vietnam War if elected president.

At a news conference the day after announcing his resignation as U.S. ambassador to the United Nations, Ball criticized the Republican candidate as a man without pattern or principle to his life "It is important that people do not forget the 'tricky Dick' we used to talk about," Ball said. Circus is one of the few old-fasthioned circuses left today, traveling miles and miles showing under tons of canvass and holding to the tradition of keeping the circus under the tent. Portugal Gets New Premier LISBON (UPI)-The age of Salazar ended today. President Americo Thomaz called in Marcelo Caetano to be sworn in as premier of Portugal to replace strongman Antonio Salazar, stricken by a brain hemorrhage 11 days ago. Caetano and his cabinet were scheduled to take their oaths of office at 3:30 p.m. (10:30 a.m., EDT) at presidential Belem Palace.

The change bore the stamp of Salazar's 40 years of power. Salazar, 79, lay in a hospital bed in a coma. The nation he firmly but quietly dominated since 1929 showed no sign of emotion at the event. Salazar, a backroom man, always scorned pomp and circumstance and the crowd's hurray. The new premier was no stranger.

Caetano, a 62-year-old lawyer, long had served Salazar. He wrote the political theory that fitted Salazar's strongman rule and often was cited as heir apparent. Portuguese officials predicted no policy switch. They even called the Caetano cabinet a "government of continuity." However, businessmen, for one, cheerfully predicted some minor changes. Caetano is a veteran corporation lawyer.

He has. called for more foreign investment to boost the economy of this leastdeveloped nation of Western Europe. Politically, Caetano is of the same right wing on which Salazar based his regime of a "well ordered" society. But. unlike Salazar who was almost an office recluse, Caetano has kept up contact with liberals, both students asking questions and politicians disagreeing with Salazar.

Bloodmobile To Make First Call of Fall The Bloodmobile season begins again this month. Mrs. Norman Haber, chairman of the Bloodmobile Committee of the Desert Hospital Auxiliary, said the unit will be at the Boys' Club on Sunrise Way and Hy Finerman Road from 11 a.m. to 1 p.m. Monday.

The unit will make monthly visits to Palm Springs through next July. Donors may ute in their own names, in the name of specific patients at Desert Hospital or elsewhere, or to group accounts, she said. The blood collecting service is part of the operation of the Blood Bank of Riverside and San Bernardino Counties in San Bernardino. Nixon rejected the idea of a nontelevised debate and Democrat Hubert H. Humphrey said the GOP nominee was showing "disdain" for the public by refusing to engage in a meeting on the same platform. The Vice President wired Nixon Thursday night saying he was happy to learn Nixon was now willing to debate him and asking their representatives meet immediately to make arrangements. Nixon, before departing Louisville, this morning accused Humphrey of "thrashing in the wind" while firmly rejecting any plan for a nontelevised debate. Humphrey, on live television in San Francisco at the time of the Nixon statement, replied: "You may call this kid stuff, Mr. Nixon, but I call it the stuff of statesmen. I'm going to insist that we act like men and not like managed robots. I think, Mr. Nixon, your rejection of this indicates a kind of disdain for public opinion.

"Mr. Nixon. if you are unwilling to debate with me, how are you going to stand up in discussions with other world leaders." Nixon laid out his position on debates this way: He is willing to debate Humphrey on television as long as the debate does not include third party candidate George C. Wallace. He has said he was against a third party candiate participating on grounds it would work against the two party system.

Meanwhile, Lawrence F. O'Brien, Democratic National Committee chairman, wired Nixon his morning statement indicating a misunderstanding on the part of the Republican nomiree. O'Brien asked a Nixon representative be appointed to confer with him on the possibility of setting up a debate, even if time had to be purchased from the networks on a cost sharing basis by the two candidates. Thursday the two candidates exchanged views on one issue, Vietnam, while campaigning in different parts of the country.
