TUESDAY, MARCH 15, 1960 Educational after High school and what speakers discuss these problems as revealed in the "Upper Quarter" report of the NH Council for Better Schools. Attorney S. Robert Winer of Nashua, director of the state Council for Better Schools and a trustee of the Public library here, will serve as chairman of the conference. The Upper Quarter report is a study of the top 25 per cent of New Hampshire High school graduates for three years. It they think of the adequacy or inadequacy of their High school education.

An open discussion will follow the conference which will feature four speakers. They include: Alan Hall of St Paul's school, Concord, president of the Council, who will explain the report; Professor Alden Winn, head of the electrical engineering department at the University of New Hampshire and formerly in charge of the admissions committee.
