McSwiney, head of the NH National Guard, as state Civil Defense director on'Jan 1, will not affect C-D programs on local levels, the Telegraph as learned. Governor Wesley Powell lias named McSwiney to succeed Admiral Cornelius A. A spokesman for the Governor's office said Powell's move to revamp the Civil Defense program will not affect C-D leadership and programs on city and town levels He said; "Each community will continue as in the past." General McSwiney who will cantinue as Adjutant General, said he did not anticipate any' changes in local C-D programs. This Indicates Orner II. Berube may continue as Nashua C-D director. He is one of a few salaried directors in this state. Bcnibe draws 54,800 salary per year and lie gets $700 in travel allowance.

In addition to his C-D organizational work, Berubc also served the city in buying government surplus Iti-ms at relatively low costs. Many of his purchases in the past few years have'been for the Public Works department here. Governor Powell has also announced preliminary plans have been completed for the formation of a State Guard -If necessary. The proposed State Guard, the Telegraph has learned, will be an entirely different set up than the reorganized Civil Defense program.

The State Guard personnel will use available armories and equip, ment. However, in the event of an emergency, the Stale Guard would aid C-D authorities In carrying out proteciive programs and so on.
