SEC. 3 fcAGE 21 Kansas Convicts Free Hostages (UPI) Two convicts held three prison employes hostage for 11 hours in the prison laundry Tuesday before releas- LEAVENWORTH, Kan.|ing them unharmed in return for a bargaining session with the prison warden. The convicts claimed they did not take part in the killing of a guard during a lunch hour riot earlier in the day. Prison officials were warned by inmates a disturbance was planned. It began in the prison dining room and during the outbreak the two convicts rushed to the laundry, where they grabbed a civilian em­ ploye and three guards. Preliminary Negotiations They released the civilian eight hours later to set up preliminary negotiations. During thejunch hour riot, which spread from the dining room to two cellbfocks and a dormitory, one guard was killed and five others were injured, one with a broken jaw. The two inmates agreed to release the hostages in return for a bargaining session with nine other prisoners—three whites, three blacks and three Mexican-Americans —two news reporters and . Warden Loren Daggett. Two-Hour Discussion The discussion lasted two hours. When it ended at 12:15 a.m. today the two prisoners were taken to maximum security cells, the area the prisoners call "The Hole." S. Space Program Boston Plane Crash BRUSSELS (UPI) -After 10 years of trying to run its own independent space program, Europe decided today to link up with the U.S. post-Apollo program. Ministers of 11 European nations agreed after 13 hours bargaining to put up enough money to build the $370 million Sortie Lab, a key component in the $5.5 billion U.S. Spacelab project. Contracts between the American government and the European Space Research Organization (ERSC) are to be signed Aug. 15. Only 79 per cent of the money is guaranteed, ministers said, because Italy, Norway and Sweden were unable to give ironclad promises they could contribute their combined share of 21 per cent. Because of this, the contract will contain a nullifying clause if the three nations fait to guarantee the funds by Sept. 18. But the ministers said they doubted this would happen. Michael D. Heseltine of Britain said there was "too much momentum" for Italy, Sweden and Norway to back out now. All but one of the 89 persons aboard were killed. The survivor—Air Force Sgt. Leopold Chouinard, 20, of Marshfield, Vt.—was in critical condition today with third degree burns over 80 per cent of his body. It was the worst crash in the nation this year, as well as the worst in the history of Logan International Airport.
