Senate Democratic leader Mike Mansfield and Sen. Warren G. Mapuson, D-Wash., cited the director of the National Cancer Institute, Df. Frank J. Rauscher Jr., as their authority that the cancer program budget had been cut to a dangerous level. "White House rhetoric about conquering cancer is mo more than the rhetoric about other domestic programs—it is a fraud on the American people," Mansfield and Magnuson said Tuesday in a joint statement. "Like so many other promises this one evaporated just two years later," Maghuson added. He said anyone who falsified reports to Congress' "ought to be fired to a man, no matter where they are, if they had any part in this deception. I think they ought to be fired." Asked if this extended to Nixon, Anderson replied, "If the President knowingly authorized deception of this kind to keep focts from Congress, yes." He said, however, testimony given by Gen. Earle Wheeler before the Senate Armed Services Committee so far has not shown Nixon authorized falsification of reports to Congress about the bombing. Anderson said he didn't think there was "any warrant" for keeping the bombing secret from Congress. "I think the secrecy is wrong. "But I put deliberate deception in a different category. I think it is an even more heinous offense. From a legal and moral point of view deliberate deception is not only wrong, but criminal," he said. "If you get down to forging, falsifying,. intentional deceiving," he said, "then you've got the kind of offense that ought to lead to the discharge of those involved." Magnuson said it was clear from "a reading of Dr. Rauscher's poignant memo to the OMB that far more than $500 million could be 'effectively used' to combat a disease that has killed millions of Americans." Rauscher said the budget cuts would significantly restrict expansion of research into Salty Suspect NEWARK, Calif. (UPI) Two salty suspects surrendered to police Tuesday when a search helicopter spotted a "funny bump" in a briny pond on the salt flats along San Francisco Bay.
