At the same time the 3-man commission adopted a new regulation to stimulate boxing in the state by naming state boxing champions in six weight divisions. They are featherweight Clifton Bradley, Philadelphia; lightweight Len Matthews, Philadelphia; welterweight Sugar Hart, Philadelphia; middleweight Bobb Gordon, Charleroi; light heavyweight Harold Johnson, Philadelphia; and heavyweight Sonny Charles Liston, Philadelphia. In adopting the new regulation, the commission said a state champion would be required to defend his title within 90 days when a creditable challenger was listed.

No challenger list was issued. Neither was a champion delegated for the featherweight and bantamweight divisions. The commission said there were no outstanding boxers in those divisions in the state. The commission also said that championship bouts would be 12- rounds unless otherwise specified. The challengers would be required to be residents of the state for at least one year.

The proposal to eliminate the commission was introduced in the Senate Tuesday by Sen. Z. H. Confair Confair told the Senate the commission has had the effect of stiffling boxing in Pennsylvania. He said the state had only 37 matches in 1956 28 in 1957; and 36 in 1958.

A1 Kline, the commission's eastern representative from Philadelphia, said Confair had not taken into consideration other duties of the commission besides supervising boxing. Kline said there must be some authority to supervise wrestling, amateur and professional boxing in the state and no one man could do it. Replying to criticism in some quarters that the commission is not self-supporting, he stated: never was intended to be self-supporting. It is like the state police department.
