Earl Warren, nonpartisan candidate for governor. state has achieved a measure of solvency in its government in spite of Governor Olson not because of Warren declared. get the record said Warren. Olson administration has been guilty of the most profligate waste and misuse of public funds in the history. If Governor Olson had had his way, there would be no surplus in the state treasury today; instead there would be a staggering deficit and the people of California would be carrying a much heavier tax load than is now imposed upon them.

credit for the present surplus belongs to the courageous members of the state legislature, both Democrats and Republicans, who fought Governor Olson to a standstill, despite very conceivable type of political pressure, and who reduced his prodigal demands for funds by more than 5125,000,000. It was these same splendid nonpartisan legislators who defeated Governor Olson's demands for more than S75.000,- 000 in taxes. And it is this same group of legislators whom Governor Olson is now trying desperately to CHANGED people of California should not be deceived. Governor Olson has not changed his habits of reckless extravagance. When the governor is attempting to the men who made possible the present surplus, it is absurd for him to go before the people claiming credit for that Warren declared that if elected he intends to an end to the debauch of payroll-padding and political extravagance at is simpiy unthinkable at this said Warren when our people are making every possible sacrifice to advance the war effort, that rampant extravagance should be allowed to continue in state government.

The ship, built in Santa Ana High school work's shops, was launched and chisten- in the spring of this year at Newport harbor. Brinkerhoff was advised by the I War Shipping administration yes- I terday that the craft will be requisitioned for Navy use.

Such ships are used in picket duty and it was said. The was named for Carroll and Jack Brinkerhoff, daughter and son of Mr. and Mrs. Brinkerhoff. Automobile tools valued at $40 were reported stolen from the garage of James D.

Maloney, 728 East Chestnut, Santa Ana, ac cording to a report on file today at city police headquarters. Loss of a coat and billfold containing $40 was reported by C. Leiverman, 1102 Spurgeon, Santa Ana. Leiverman told officers that the property was taken from local cafe yesterday. Another lost billfold was reported by John Stover, 216 East Washington, mathematics instructor at Santa Ana Army Air base.

WASHINGTON Sidetracked A new War Service proposal placing every man or woman over twenty years old at the Government's call for military, industrial or agricultural duty has been submitted to federal officials by the same New York group which obtained enactment of the Selective Service Law. Principal sponsor is Grenville Clark, who wrote the original Wadsworth- Burke draft bill long before the Administration was audacious enough tc back the scheme. The program, which reached the Capitol in full-blown form only a few days ago, was framed on the basis of experiences gained during the operation of the conscription machinery. It authorizes Washington to say whether an individual shall serve with the armed forces, shift from one factory to another or go into the fields and harvest crops. It would even permit the export of Labor to other countries, particularly in the Western Hemisphere, if contribution were considered more valuable there than within the United States.

Men and women would be as completely at the disposal of the state as they are in totalitarian nations. Federal Security Administrator Paul V. McNutt, who also heads the War Manpower Commission, advanced a similar suggestion some months previously, although it was not nearly so comprehensive as the current version. His measure was sidetracked at the White House, but he still hankers for the idea and the control. Many important people in the War, Navy and W.

P. B. believe that such a catchball system will be needed before the strife ends. Surprise he construction of huge transport planes for speedy shuttling of men and munitions t.o far-off fronts blockaded Axis armies has reached a more advanced stage than the public realizes. Although volume production may not be attained until next year, these fleets eventually should enable the Allies to laugh at the submarine menace.

A leading aircraft company on the west coast already has transformed its peacetime cargo ship into a war machine, and monthly output is encouraging. The carrier will accommodate approximately twenty-four fully equipped infantry men, twenty machine gunners or eight light tanks in the fuselage. A larger model will haul three-ton tractors, jeeps add similar vehicles in considerable quantity. With a full load these craft have a range of from a thousand to fifteen hundred miles, three thousand with a smaller freight. A super sky liner only recently readied for manufacture will be the of all.

It will have a gross tonnage of about one hundred and thirty-five tons, and will handle fifty tdns of material, including medium-sized tanks. Unfortunately, this type will not roll from assembly lines in appreciable quantity for some time. But when hundreds of these giants are placed in service, the distances which now handicap the democracies will vanish. Squadrons of this cavalry of the clouds will descend on the enemy at unexpected moments and places. Surprise attacks by overwhelming secret of success so become more difficult.

Hair Leon ten- year reign at Capital, as an again, off figure of interest and importance, may end with submission of the reported scheme for general stabilization of prices, wages and raw materials. Congressional intimates of the White House look for a characteristic Rooseveltian settlement of a troublesome problem. It Is generally admitted that the Price Administrator has tried to handle a difficult assignment with utter regard for the national welfare. He could not entirely forego lingering radical judices, but he has sought to prevent inflation. He has, however, irritated such powerful factions as the politicians, Green-Murray crowd, and key manufacturers.

At times he has been stubborn and hostile toward the men on Capitol Hill. He has lost his temper in committee meetings. On several important issues he has not enjoyed the complete support of the Administration. He and N.W.L.B. and W.P.B., not to mention the Army and the Navy, have been getting in each hair.

So it will not be surprising if F.D.R. proposes the establishment of a three-man board that will function as both an administrative and judicial body. Such an agency would give the victims of price fixing the impression that they had the right of appeal. Mr. Henderson will probably be retained in such an organization, but he will not be the sole, arbitrary and unapproachable poo-bah.

When doughboys stomped leisurely down the gangplanks at Cherbourg, Brest and St. Nazaire, Frenchmen yelled, and mademoiselles cried, la, Will they be so glad today or will they be sullen, suspicious or hostile? Our presence upon their soil will bring back all the hells of open warfare.

Once again their homes will be the targets of Nazi shells and their families the victims of bombs. Will the old French love of liberty or the new Vichy desire for security be the motive which guides their actions? Bogles The impression grows in New York mercantile circles that American inventiveness is likely to postpone many of the threatened shortages in consumer goods which Government experts forecast for early Fall.
