The tentative budget will be WASHINGTON KPI I Ins sharp retreat from past emphasis nn the atom federal energy official unveiled a new research plan today abandoning the nuclear breeder reactor as a key power source and raising solar power to unprecedented prominence No matter which technology is developed they laid baiir energy costs are likely to double by the year 2000 The 25-year research blueprint presented to Congress and President Ford by the Energy Research and Development Administration said the controversial breeder reactor now probably will not become a major commercial energy producer until the early 21st century ever It stressed instead the need for an expanded range of research including more vigorous efforts to produce synthetic natureft gas and crudeoil from coal and oil shale by 1965 and to increase emphasis on sunlight ss a source of electricity by 2000 In accepting the report from Dr Robert Seamans director of ERDA President Ford said the proposed spending is "a substantial budget for an agency in its infancy" but the needs justifed the spending Congress appropriates the money we can really get on our way" Ford said "This should be one of our best programs" "We are not talking about tomorrow" he said terms of energy sufficiency We are talking about down the road We are not talking about our children but our grandrhil-dren" Even the most optimistic of six scenarios presented in the plan showed the United States continuing to import oil until 1995 It called for five major rhanges in US energy research policy: emphasis on technical solutions to reliability and environmental problems that now inhibit greater use of presently available energy sources primarily coal and water-cooled nuclear reactors immediate focus on conservation efforts with initial emphasis on the automobile building insulation and industrial processing work leading to commercial production between 1995 and 2000 of synthetic gas and oil from shale and coal for the first time of solar electric power produced by windmills solar -cells and differences in ocean water temperatures a high priority possibility for the year 2000 aiid beyond attention to presently underused technologies that can be developed rapidly such as solar heating and coding of buildings and the use of geothermal power Dally Praia Victorvill Monday Juna 30 1979 Editor's Notes Flying saucer trains skeptic By MIKK HEYWOOD Readers rnliers correspondent and conversationalists express wonder from time to time at the skepticism of an editor any editor How they ask can we as a group question everything no matter how positive it appears on the surface It isn't easy Kditnrs like any other class of people are impelled to belief when a good line of patter comes down the pike Rut a good healthy dollop of skepticism is a necessary tool in an editor's bag Uke the man from Missouri we learn to say "Show me" We learn because we must As an example when the star of Remadine Villanueva hurst over Hesperia a couple of months ago many were dazzled including a couple of Daily Press staff members They were amazed that I did not immediately climb aboard their bandwagon singing praises to Ms Villanueva and her plans to bring prosperity and greatness to the area through restoration of the Hesperia Inn as a creative consciousness center "Just wait awhile" I cautioned them "See if it comes true" So far it has not And while she most recently said that she hoped to overcome physical and fiscal barricades to make her vision a reality more and more of those who looked askance at we skeptics before are deciding to wait for concrete evidence of her plan It happens all the time The advocate of a brilliant idea will bring the scheme into the newsroom and lay it all out gathering an audience by force of will and hope And there I will be in the background ready to ask a tough question And the dreamers always wonder how I can doubt the beautiful simplicity of their dreams In my case I admit I got a head start on the painful experience that leads to skepticism When I rolled into town three and a half years ago the Burreson vision was near its closest approach to reality The Hilton Inn was nearly ready to open A force of hundreds of salesmen busily flogged the wilderness of Los Angeles Orange County and the San Fernando Valley making thousands believe riches could be won in a land contract on five acres of creosote bushes Mutual Development Corporation also was at the pinnacle of success selling divided dry sections to pilots bound for the Far East Other firms were springing up dally We would all be rich and it would cost us no pain Prosperity was barely around the bend All we had to do was believe I listened to the blandishments of the land believers I met The adrenalin began to perk I had been just a city editor before more concerned with the mechanics of keeping 13 people busy covering a community of 40000 than with the boom of an area I was ready to believe To prepare for the task ahead as I saw it however I read every back issue of the Victor Press and the Daily Press from front to back And I dug through the files left by the dozen men who held down the chair before me In the a bottom drawer under a pile ot outdated expense account forms I came one night very late on a fat manila file folder with a simple cryptic label: "Carr Otis It's half an inch thick full of fading yellow clippings It was a boon When I first found it I wondered why those before had so carefully saved it After I read it I knew I must guard it for the one who follows me if any is so brave I give you herewith part of the oldest clipping in the file so that you may compare it with the events of past months The clipping is actually the entire April 21 1980 front page of the Desert Valley News-Herald at that time the oldest paper in the area but shortly to be a dead letter: Apple Valley Victorville Hesperia triargle entered the Space Age when it was reported last week that Otis Carr Associates had leased the Osbrink Building on Bear Valley Road for the building and testing of space craft machines that ultimately Carrie Associates hope to put into manned flight "Work is going ahead on the plans for the remodeling of the plant so that actual construction and research development can start about June 1 according to Mr Carr plant will be used by Mr Carr to further his developments in Space research which will include fabrication and assembly of space exhibition rides such as were developed by him and his associates in Oklahoma City one of which is now in operation at Frontier City and exhibition park in the Oklahoma City area Carr advises that their unique principal of circular foil design in aerial transportation will be further developed here and a 21-foot craft with a passenger capacity of four persons on order for Frank Santora of Wilimiiigton Del Enough Martin A Jewett since gone was owner publisher and editor of the paper And he bought Otis Carr all the way informing his readers breathlessly in following editions of the Carr plans for the craft he dubbed the OTC-X1 After all he pointed out Carr promised to hire 200 people at an annual payroll of $1 million It was a sure boon for the area But there were a couple of skeptics in town One was Eva Conrad then as now editor of the Apple Valley News The other was Murray Flander then the embattled editor and part owner of the Victor Press and now a top aide to Sen Alan Cranston D-Calif Dirty guys both they refused to accept Otis Carr and his PR man Norman Evans Colton at face value They began to dig Among the items in the file is a clip from the June 5 1960 Oklahoma City Times: "What's happened to Otis "You remember Carr He's the self-styled inventor who was going to send a spaceship to the moon "Well Carr's in Apple Valley Calif now trying to raise enough money to start a flying saucer factory" The story went on to relate how Carr had promised lift-off for the moon in April of 1959 But when hundreds of visitors showed up at the amusement park where the great event was to occur they found only a kiddie ride Carr and his real item didn't show And believers in Oklahoma City were poorer hy an estimated total of $50000 The two skeptical editors put their findings on the front page not without abuse from true believers in the area Hut Carr eventually packed up and left town I met ifodncv Hurre-'on not long alter I tirst read the Otis Carr file lie acted as if I wk he tirst nonbeliever he had met in Victor Valiev when I 'old him I was still waiting for more evidence before making a final judgement lOikllv enough we got to he fairly good friends on that basis Sometimes of murse the skepticism is wrong Six monthx ago I got a news release about a guy planning to build houses in the area hy blowing up balloons and spraving them with concrete I threw1 it in theOTC-Xl file Kilt he did it 'invwav 399 Kitchen Carpet MULTI-COLOR MULTIPURPOSE FOAM BACK
