Contractor M- Suljlvan the first steps were taken for the construction -of the plant of the Oxel Oil refinery of the Petroleum Products Company which is controlled by the McNear Interests Swift Train an official of the McNear Company was a visitor here on Tuesday looking over the site for the plant which will cover about thirty acres of land The initial expenditure of the concern will -be (200000 with contemplated enlargements during the year which will bring the Investment up close to the million mark According to Train the plant will be ready for operation about the 15th of November providing no un-forseen delays are met in the building program For the past sev eral years the McNears have operated the refinery at West Berkeley but that plant will be dismantled and a good deal of the machinery Installed in the refinery near here When operation Is first started between 25 and 80 men will be employed and the chief output will be lubricating oils and grease raw material being shipped In by tank cars and steamers from the fields along the coast McCarthy who has been connected with the plant at Berkeley will have charge of the refinery here when It is in operation and the company plans the construction of several homes in the canyon which will be occupied by the officials in charge The output of the plant will be 1000 barrels of lubricating oil each day The story of the plans of the Mo-Near Company was first told In the GAZETTE two weeks ago chase of the plant which was 'constructed at Buy Tolnt several years ago at a cost of several million dollars for the purpose of building government merchant ships According to the current rumors the oil company plans the acquisition of the plunt to be used as a repair dock for their large fleet of huge oil tankers and also for the construction of new vessels At the present time the Tactile Coast Company Is completing Its contracts with the government and Ins already started work on the building of two oil tankers for th) Associated Oil Company The refusal of Col Rengrave to either confirm or deny the report is taken as a significant indication thnt tho Standard Oil Company may he negotiating for the The lsit solemn rites over the remains of the late Dr Matthew Jo-self Hoey were observed at St church here on Wednesday morning when high mass was sung by Father Kelly Several hundred friends and acquaintances of the deceased gathered to pay their- silent respect to the esteemed young physician and surgeon who pused away at his home in San Francisco on Sunday evening and alter the services at the church followed the bier to St Catherine's cemetery where Dr Hoey was consigned to his final resting place In the family plot overlooking the bay Dr Hoey was born and raised in Martines and after completing hlB hgh school training in San Francisco he graduated from the College of Physicians and Surgeons in that city In 1905 After practicing In San Francisco for five years he was given a government appointment In the Panama Canal sons and In 1910 took np his work in the tropica with Dr Vm Gorgas later becoming chief of quarantine and sanitation bn the west coast His rise in the work was rapid and for several years he had complete charge of sanitation and quarantine in several of the Isthmus cities During his service in the canal zone hla work In suppressing yellow fever won him national distinction and In 1918 he took entire charge of handling a scourge of spinal meningitis which broke out among the Japanese During the epidemic he treated over 700 patients and his success is best illustrated by the fact that he did not lose a case For this service Dr Hoey was presented with a beautiful memorial by the Emperor of Japan In 1919 be returned to San Francisco and was commissioned Assistant Surgeon in the 8 Public Health Service and was assigned to Camp Fremont base hospital where he remained until after the war with Germany when he was transferred to the Marine hospital in San Francisco where he was closely associated with Colonel Williams Dr Hoey was well known here among large number of older residents and was highly esteemed by all who knew him Besides leaving hla wife to mourn his lose he le survived by hie mother Mrs Catherine Hoey of this city and the following brothers end sisters: Attorney James Hoey Grand President of the Native Sons of the Golden West Vincent Hoey Misses Rose and Martha Hoey and Mrs A A Alexander of Oakland At the funeral on Wednesday many beautiful floral offerings attested to the high esteem In which the deceased was
