constitution Usey has complained writing to the chairmen of the Universities and Colleges and the Constitution committees about biDs they lave not brought up far faninn He warned that if more taDs are not given attention in those committees he might force the biDs they vote out for fiiD Senate consideration to be read on the Senate floor a tactic that could delay tie legislative process "We hope the House committee will see fit to give the fan body the opportunity to vote on the Chism said Despite reports that the committee was leaning 96 against the bill House Constitution Committee Chairman Charlie Capps of Cleveland said earlier this week that most of his committee is stiD undecided Capps has promised to bring the bin up for a vote in his committee But if the vote comes to tie-breaker he has said he win vote against the measure These senators voted against the convention referendum bill on final passage Thursday: Anderson of Jack-son BID Canon of Columbus Buddy Gresham of Greenville and Henry Kirksey of Jackson Sens Crook and Charles Nix of Bates viDe paired their votes with the votes of two other members because erf absences canceling out the paired votes Kirksey offered an amendment that would have postponed the entire issue of a constitutional convention until two years after the records erf the now-defunct state Sovereignty Commission were made public The Sovereignty Commission was a state panel devoted to defending the state against desegregration The commission kept records erf investigations on individuals which have been sealed from view by the Legislature for decades A federal court suit seeking disclosure of the records is now pending Kirkses amendment failed on a voice vote document might defeat the whole reform Carmichael said Gov Bin
