In smaller municipalities and rural areas, burning is permitted as a means of getting rid of "domestic waste" (the normal product of living in and around a single family dwelling including landscape waste) and "agricultural waste" (generated by a farm operation hut excluding garbage and dead animals) under conditions set forth by the EPA. It will issue permits for burning of domestic and agricultural waste conducted on the premises where the waste is generated, when atmosphere conditions will readily dissipate contaminants and there is no hazard to visibility on roadways, railway tracks or air fields, among other restrictions. Exceptions to the opening burning ban are made for legitimate campfires and certain small open flames. A bill which would have permitted-the open buring of leaves was introduced in the Illinois legislature but it failed to pass.
