Broadly speaking, there are no longer any infant industries. Industry is a giant. Everywhere industry is diversified and specialized. The principle of protection has a legitimate field of operation in any period which represents a transition from a lower to a higher type of life where two facts are present. 1.

Where some forms are in advance of others in scale of development, and, 2. Where competition prevails. his is the theoretical justification of the doctrine of protection. There have been two notable transitions in the pasi when protection was thus a constructive force, the one political and the other industrial. When the feudal system broke up in Europe in the 1.7th century, poli- ticai chaos reigned.

The need of that time was nation-building. The mor- i untile system, whose central idea was proKctive restrictions, arose in response to that demand. Nation-building was fostered and helped by the mercantile policy. The first great achievement of the protection principle was political; the second great achievement was in the nineteenth century and was industrial. The transition from the old domestic system to the modern factory system began in England about 1750, and for nearly a century England remained far in advance of all other nations in industrial development.

Now the rest of the great nations have caught up with her. The period of transition is practically at an end. The problem today is not nation-building; it is inter-nation-building. It is not the development of pioneer conditions, but the exchange of manufactured products- a growing commerce. Industry has overflowed national boundary lines like gushing oil wells.

The protective tariff is an obstruction to this bow. Reciprocity is simply the protective tariff slowly committing suicide. The world slogan today is. Down with the bars! Away with the barriers and fences! The religious expression of ibis demand, is that old truth. Yo are brethren.

Its ethical form is, you can realize your own life only as you enter into other lives. Indsutrialiy, it is summed up in the French phrase, "Baissez, passer," let goods pass ireely.
