RISHER WASHINGTON (UPI) - The battle lines are now drawn. President Nixon and Sen. Sam J. Ervin Jr. are squared off in a contest that could influence for years to come the relative strength of the Congress and the presidency in the system of shared political power under which our country operates. Washington Window Both men apparently believe that judgment in the case will be rendered not in the courts but by a jury of public opinion. Lawyers for the Senate Watergate Committee appeared at the Executive Office Building next door to the White House Monday and in a "very friendly" half-hour session with Leonard Garment, Nixon's chief counsel, served subpoenas ordering the President to produce documents and tapes of his conversations concerning the Watergate case. The procedure was a formality. Nixon already has said he will not comply on the ground that this would set an unacceptable precedent of presidential accountability to the Congress which would make it difficult for all future; presidents to operate. And the Senate appears unlikely to take the case to court, leaving that chore to Archibald Cox, the special Watergate prosecutor investigating criminal aspects of the case, who also was denied access to the documents. The Senate already has a Forum for presenting its case. Ehrlichman was scheduling director for the Nixon campaign in 1968 and came to the White House as counsel—a job that John W. Dean Hi later held—at the time of the inauguration in 1969. In some quarters it was rumored that Ehrlichman, as Nixon 's domestic affairs assistant, was a "closet liberal." If sd, it hasn't shown in the hearings.
