W. A. French and John D. Bellamy were constituted a committee to forward a pro-teat to the General Assembly against the proposed enactmeut placing a tax of 930 a month upon travelling salesmen a ruinous and detrimental to the wholesale trade of North Carolina. It had escaped Thi Chronicle's at- tentlon that any such proposition as one to tax travelling salesmen in this State $30 per month, was before the Leglala- lure.

The very idea of such a tax ia preposterous, ridiculous jknd outrageous. Commerce in North arolina is taxed to almost a prohibitory point. The Legislatures seem to have had an idea that storekeeper ia a robber, and that the State ought to, at least, share in the spoils. Before the Legislature adjourns, it ought to put itself on record by some measure encouraging investment of capital In the State, both in commerce and in manufacture. The State Legis lature needs extract of liberality and common sense to be hyperdermically injected into it.

THE CABINET. Take Premier Blaine out, and Presi-" dent Harrison's Cabinet ia very much like his Inaugural address is described by a Boston paper "there is very little In it for his friends to praise, or for his enemies to criticise. But to take Blaine out, would be like tiking Hamlet out of the tragedy. It has been said in some quarters that he was not consulted ia the make-up of the cabinet, and that the selections were made with a view of "freezing him out" as quickly as posaible. Whether this is true or not, there are not many instances on record in which the man from Maine has been frosen out in this way.

If it is accomplished in thin case. it will be an interesting political tocle, both in its performance and in its results. Th probability is that Blaine will stick, and that he will exert a powerful influence in administration. The other quantities in the administration. even the President, are, comparitively, so little known, that it is hard to tell whether the prospect would be more cheerful with Mr.

Blaine, or with the others; in control. Mr, Blaine is Undoubtedly a brilliant man, and, like most men who glory in that characterisation, there is no tell-ingwlileh way hie "brilliancy" will take him. THE PEOPLE WILL CONQUER. These taxes, coming out of the pock ets of the people, ge to the enrichment of a small, favored class, while slowly but surely undermining the popular prosperity. What wonder that the capitalists whose colossal fortunes are built up by this system, should pour out freely of the contents of their coffers to maintain it? The power of money in the corruption of the ballot cannot be questioned, and it is a menacing danger which cannot be contemplated without concern. The colonial patriots, fearful of the encroachments of British power on their inherent rights, arose in and crushed the danger, in the war for independence. That was Revolution, in the Interest of liberty. Not by Revolution, but by the peaceful and more gradual methods of Reform, it is now proposed to avert this later danger that threatens.

Without radical measures that would disturb great business Inter ests in any part of the country, with careful regard to the Just claims of all, the Democracy proposes to continue its opposition to class legislation, and to the concentration of power In the hands of the few. The fate of a reform like this does not hang on the result of a single election. If the people have not yet become fully aware of the danger and the remedy they will become aware of it, and four years of Republican rule may help them to the knowledge.
